South Sudan becomes 191st member of ICAO
November 12, 2011 (WASHINGTON) – The newly established state of the Republic of South Sudan (RoSS) has formally joined the International Civil Aviation Organization (ICAO) this week to became its 191st member.
ICAO said in a statement published on their website that South Sudan became a member State November 10, 30 days after South Sudan’s notification of adherence was received, on 11 October 2011, by the Department of State of the United States, which serves as Depositary of the Convention.
The aviation body said that South Sudan’s membership in ICAO “will facilitate plans currently underway by the Organisation’s Technical Co-operation Bureau (TCB) to provide technical assistance to the State.”
“An infrastructure-based improvement programme to enhance the safety of UN air operations in the country, in cooperation with the UN Mission to South Sudan, is underway and a proposal is being made to the Government of South Sudan for the development of a road map for the civil aviation sector”.
South Sudan Deputy Minister of Roads and Transport Mayom Kuoc Malek said that the ICAO Director for East and Southern Africa region office will visit the country next week to welcome the new state.
According to Gurtong.net website Malek said that by joining CAO South Sudan will reap added political and economic benefits.
“It is unfortunate that even after attaining independence, South Sudan’s airspace has been under Khartoum’s control,” Malek said.
At the same time, Malek revealed plans by the government to establish a national carrier.
A specialised agency of the United Nations, ICAO was created in 1944 to promote the safe and orderly development of international civil aviation throughout the world.
It sets standards and regulations necessary for aviation safety, security, efficiency and regularity, as well as for aviation environmental protection. The Organisation serves as the forum for cooperation in all fields of civil aviation among its 191 Member States.

Notification of adherence – adherence to what?. It has no commercial planes or airports (just strips of sand). The United States is blatantly ordering organisations who it wants in or out only on the merits of its support and obedience. Look at the Palestinian application for statehood. Maybe Sudan controlled the airspace but America controls you & soon your airspace.
