S. Sudan MPs summon 3 senior ministers over insecurity

November 30, 2011 (JUBA) – Three senior ministers have been summoned by members of South Sudan’s national assembly to explain the deteriorating security situations in Juba, the country’s capital less than five months after the country’s independence.

Interior minister, Alison Manani Magaya and his counterparts John Kong Nyuon (defence and veteran affairs) and Oyay Deng Ajak (national security) have been given seven days to appear before the country’s lawmakers.

Also expected in the August House over the same matter are Clement Wani Konga, Central Equatoria’s Governor and Mohammad Al-haj Badalla, the Juba city mayor.

The MP’s decision followed a motion presented by Tongun Lodu Kwajok (Juba County) on the rampant insecurity problems against the population in Juba and its outskirts. He specifically cited lootings, robbery and killings allegedly carried out by unknown groups of criminals.

According to the Kwajok, at least six people are either robbed or killed on daily basis in Juba, estimating the number of those killed monthly to be about 180 or more.

“In the three payams [districts], Munuki has the highest rates of looting, robbing and killing with three persons killed every day, Kator with two persons and Juba has the least record with only one daily,” the motion signed by 24 MPs says.

The motion also details the full names of about 50 people allegedly murdered by these alleged criminals, including when and where they died.

However, although some legislators attributed the poor response from the police as as aggravating factor to the worsening security, others said the low and irregular payment of salaries to organised forces remains a contributing factor.

John Agany, an MP for Northern Bahr el Ghazal state, said the insecurity report was an urgent matter that needed immediate investigations in order to discover the root causes of the problem.

Aleu Aleu, a legislator from Warrap state told the assembly that the actual statistics of those killed in Juba is much higher than what was presented in the motion.

“The absence of laws such as the arms and ammunition act, liquor control act, the traffic control act and proper immigration policies are the main causes of all these insecurity problems we face today,” he told the national assembly.

Aleu urged fellow members of the national assembly to begin enacting laws, which they can be presented to the relevant ministries, as some of them are “reluctant” to draft legislation.

Deng Dau, a member the SPLM South Sudan’s ruling party in the assembly strongly advocated for strengthening and re-organization of the country’s law enforcement agencies as a remedy to the deteriorating security situation, which he said remains a nationwide problem.

    Freedom is one of those things that let’s apt for seccession. If rebels manage to capture 45 SPLA soldiers then the head of national Security and minister of Defense need to answer lots of questions as why those rebels manage to capture those soldiers while they warned aid workers before they attack?. Also the Minister of Interior need to speed up his work and clear Juba city from those gangsters

    The claimed by the SSLA rebel to have captured 55 SPLA soldiers is a mere lie. Even a child born yesterday will not accept. The truth here is that these ministers must be questioned about high rate of crims and killings in Juba. To me, I cannot point an accusing finger somewhere else but to the police and other security units within. They are the one commiting these crims. Believe me!!

    I totally agree with you in term of rapidly crime increase in Juba. As a matter of fact, I have a feeling that our men and women in uniform plus other foreigners are they one commiting such crime. As you already know that corruption infected all institutions. we cannot blame such people, but only our government officials who failed to protect us from those criminals.

    Who are the senior gangs, killer and looter in juba at night?

    If it something to do with crime committed by robbers and possible drugs relate, then it a matter of police and security agent, it’s nothing to do with ministry of defence, i don’t see a reason the ministers of defence summoned by SSLA, yet there are who delaying enacting law for relevant crimes as Aleu Aleu articulated. Why partliament take insecurity of juba seriously other than other areas

    POLIAC,SPLA,UGANDAN,KENYAN,CONGOLIST,NAGERIAN,SOMALIANS,and few others.

    I want to believe that the MPs summon is a good move.You never know,some of these crimes may be even fueled by top leaders because of greed.I do not know whether it is not shame for us being a new nation to have more crimes when we actually willingly voted for it.I really do not understand what people are upto.

    That is the issue, mind to you we got some Arabs stugges who always divert us to confron them rather than addressing the real issues

    I admit the insecurity in Juba, it could be politically motivated or arms in the hands of wrong people including the law enforcing agencies

    How can we address this? we need full research or accessment being carried out so that modalities are put in place

    and why should the minister of Defense, whose work is to secure our boarders and protection of the country from external aggression be summoned on issues related to internal affairs? do these MPs really able to differentiate between the work of the Armed Forces and the police? why bring oyai in? is the police intelligence and national/army intelligence the same? why blame the interior minister if.

    The topic for security is a good one.For a better nation,its citizen must sleep in their houses with no fear.Do their business with confidence,have security of their properties.
    A bad nation is the opposite of that.With the insecurity in Juba and around Juba and even other parts of South Sudan,allow us make comments to act as a mirror for the leaders to see where the nation is heading.
