Journalists kicked out as S. Sudan MPs debate insecurity

December 12, 2011 (JUBA) — Journalists who convened in South Sudan’s
national assembly to follow raging debate on insecurity in Juba, the
country’s capital on Monday were ordered out by the deputy speaker Daniel Awet.

Deliberately ignoring the roles played by the media, Awet, like
other members of the assembly argued that the presence of journalists
could jeopardize free discussions and deliberations on matters related
to defense and national security.

Initially though, members of the assembly appeared divided over the
media issues. While some wanted Monday’s session in camera, others
were strongly opposed to the presence of journalists.

Later the legislators were asked to vote over the media, but no sooner
had it commenced than the deputy speaker ordered, “Let them
[journalists] get out of the assembly.”

“How can they send us out as if we are having no role to play in the
country?,” a furious scribe from one of South Sudan’s weekly murmured
as security men led him out of the parliamentary press gallery.

In the hot seat were South Sudan’s defense minister, John Kong Nyuon,
Central Equatoria state’s deputy governor, Manase Lomole and Juba city
council’s deputy mayor, David Lokonga.

The trio were due to give a report in Parliament following last week’s
summon from lawmakers over the deteriorating security situation in
Juba. At least three people, legislators heard, are reportedly either
killed or robbed in Juba and its outskirts daily.

The worst affected areas, according to the motion signed by 24
lawmakers, are Munuki and Kator payams (districts).

“In the three payams [districts], Munuki has the highest rates of
looting, robbing and killing with three persons killed every day,
Kator with 2 peons and Juba has the least record with only one daily,”
the motion reads in part.

Also listed in the motion were names of about 50 people, mainly South
Sudanese nationals allegedly killed in the country’s capital alone
between January and November this year.

During last week’s debate, several lawmakers attributed the low
response from the police forces as one of the aggravating factors to
the worsening security, while others said the low and irregular
payment of salaries to organize forces required immediate redress.

Aleu Aleu, a legislator from Warrap state told the assembly that the
actual statistics of those killed in Juba is much higher than what was
presented in the motion.

“The absence of laws such as the arms and ammunition act, liquor
control act, the traffic control act and proper immigration policies
are the main causes of all these insecurity problems we face today,”
he told a visibly silent audience.

Aleu urged fellow members of the national assembly to begin enacting
laws, which they will later be presented to the respective ministry,
since some of them are ‘reluctant’.

Deng Dau, a member of the south-ruling party in the assembly strongly
advocated for strengthening and re-organization of the country’s law
enforcement agencies as a remedy to the deteriorating security
situation, which he said remains a nationwide problem.

By press time, however, the legislators were still holed up in
discussion and details of what was discussed remained unknown.

    The security situation in the South has become a big issue. The police should be authorize to arrest and court must do their works for those who break the laws. I encourage strong laws against abuse of alcohol,stealing, and murdering.

    Generalists’ questions would help shap up country’s security. Deputy also needs not to make his own decition before mps vote. This is a sham to deputy for breaking a law himself becuase it’s there in country’s law that the public matter should be broadcasted to make public aware of issue.

    By the way, Sudan tribune needs to lead by example. There are reports they put out that do not show the author names & this article is a good example. You may argue that they don’t have to disclose the name of authors for security reasons. Well, they shouldn’t be in a position to complain about being kicked of the meeting.

    The parliament is not serious about insecurity in Juba. If they are serious they should instead summon the minister of interior and the minister for national security plus the minister of law enforcement agency of central equatoria state.

    But look they are summoning the wrong people like the minister of Defense and the deputy governor with no direct role for the civilian security in the city.

    Hi good citizens leave alone belaming one another, this is a very big issue for all of us. why are our people still dying and no arab in the south sudan any more? One big point to consider is why Kiir still have Acuil Manoldit as head of South Sudan police while is a known man of failure. example is when he handed Kapoeta to Khartoum army on 28/5/1992. I know Journalists are human beings sometimes, they make mistakes but their mistakes shouldn’t be something being done in daily basis.
