Great Lakes summit in Uganda designate Darfur rebel groups as anti-peace forces

December 17, 2011 (KHARTOUM) – The International Conference of the Great Lakes region (ICGLR) designated two major Darfur rebel groups as negative forces that should be combated.

At the summit held in Uganda this week, the heads of states approved recommendations of the ministerial meetings calling for working against the Sudan Liberation Movement (SLM) and Justice & Equality Movement (JEM).

The two rebel movements have refused to sign the peace accord that was signed last July in the Arab Gulf state of Qatar.

Darfur is the scene of an eight-year long insurgency of mainly non-Arab rebels against the government in Khartoum.

At least 300,000 people have been killed since the Darfur conflict first erupted between non-Arab rebels and the Arab-dominated Khartoum regime, according to the United Nations, and 1.9 million people remain displaced.

Ironically, Uganda has recently been hosting a number of senior Darfur rebel groups prompting strong rebuke by Khartoum.

The closing statement of the summit, stressed the need to lay the foundations of democracy and good governance, human rights principles, and said that the absence of these items is the major cause of conflicts in the region.

It also called for the strengthening of the national media to combat violence against women and to increase funds allocated to the institutions of justice and security in order to create organs of strong works to protect women and children.

Separately, the Ugandan president Yoweri Museveni criticized the International Criminal Court (ICC) saying it seems to be targeting only Africans.

“The issue of ICC is something we want to discuss among ourselves as Africans, but the way it is being implemented it seems like it is only Africans committing crimes. There are people who have committed crimes but nothing has been done on them,” he said.

He added: “When I was in Arusha, some people suggested that we leave ICC but I don’t want to comment more.”

Sudanese president Omer Hassan al-Bashir who is wanted by the ICC has skipped the ICGLR after Kampala was unable to give him assurances that it wont arrest him.

Uganda as an ICC member referred the case of the Lord resistance Army (LRA) fighting its army to the Hague-based court in 2003 for investigation.

    Because they know brainwashed ‘white Africans’ like you fall for this western hypocrisy of democracy, good governance and Human Rights Principles. Its a shame, they dont promote it they use it as an excuse to interfere in other states sovereignty. The ICC is directed towards Africans only, get your head out of the white mans a$$ and realise that !

    When a person is accused of something – he/she is not guilty until proven otherwise. The joke allegations made my Ocampo have been refuted by the US investigation (but they Congress decided to bin it), the UN, NGO’s and many politicians and countries around the world. Because he can point the finger at anyone and say i think hes guilty doesnt make him right or honest.

    Official death and casualty figues in darfur have been mainly attributed to disease and illness. What is the normal death rate in darfur and how much are the real casualties of war? 10000? like the government stated. But western medias intentionally continue to omit that, why? Do they have an Agenda, do the activists who earn millions from this publicity like Cloney and Pendergarst – Enough ?

    I personally dont like President Mosseiveni, i see him a dictator and a con man. He tells African leaders one thing and behind doors tells the Europeans and Americans another. Hes in power and safe for one reason – because they support him and listens to them, e.g his proxy war on Sudan. But i would NEVER call for him to go to ICC. Ugandans can decide his fate when the time is right.

    Same with Bashir – if the Sudanese people, not some rebel groups, paid mercenaries or Western Court decide he should go.     NOT EVEN KIIR HAS THE POPULARITY BASHIR HAS IN SUDAN.
    I dare him to walk to a single village in Jongolie, Upper Nile or Unity without an army of SPLA. He couldnt. Bashir could and there are hundreds of videos to prove my point. Crowds of people flock to hear him speak. Kiir wouldnt get an audience of 100 people unless he paid them.

    This is a typical of the African leaders, contradictory messages all the time, I hope our country will not be part of that pass. why they fail to recognized Khartoum government’s crimes against its own people in Darfur, and other marginalize areas of the Sudan.

    i think the so called great lakes sumit is against the marginalized people of sudan, maybe they are bribe by kartoum govt i knew that all black african leaders runs after money, though the people of darfur have years in the bush its their right you need not to full them to slavery because bashir has bribed you, i think we will not be part of such great lakes who stands against the marginaiized.

    TO LEAVE IN DENIAL IS PART OF UR CULTURE KNOWN WORLD-WIDE BUT THE CLAIMS THAT NOTHING GENOCIDAL HAPPENED IN DARFUR IS MIND BOGGLING. WHY DOES OMAR KEEPS SKIPPING BIG POLITICAL EVENTS ALMOST ALL OVER THE WORLD? HE SHOULD SIMPLY GO TO COURT AND PROVE TO THE WORLD HE IS NOT A KILLER.     My argument against my African leaders was not to urge them to choose ICC, but I am against the position they have taken. They took Arab hardline position. That’s position is not African at all. We Africans do not side with terrorism, radicalism and extremism. To reject ICC principles based on the protection of Bashir is nothing but give a blind eye to the suffering of Darfur, Nuba and Blue Nile-

    You cited disaster in Somalia, do you have no shame? Why don’t you tell us what are the causes of that suffering in Somalia if that not maddness and fundamental extremism of your religion?
