President Bashir appoints members of Sudan’s human rights commission

January 11, 2011 (KHARTOUM) — Sudanese President Omer al-Bashir, has issued a republican decree today Wednesday to form a National Commission for Human Rights (NCHR).

The commission will be headed by Amal Hassan Babiker and Joseph Khalil Suleiman, as vice-President. In addition 13 members were also appointed to the commission.

The presidential decision comes in line with the Doha Document for Peace in Darfur where the government committed itself to ensure the effective functioning of the NCHR. The latter has to establish a “decentralised, independent, autonomous and resourced Human Rights Sub-Committees for Darfur”.

Darfur committees have to monitor and promote human rights in Darfur. They also have to report on progress made towards the effective implementation of the principle of equality between States and citizens in Sudan, the DDPD procvides.

The National Human Rights Commission is one of the Comprehensive Peace Agreement requirements but it has been completely ignored during the interim period. However, on 21 April 2009, the National Assembly passed the National Human Rights Commission Act.

Meanwhile, civil society groups in October 2009 held a press conference and submitted a list of 15 potential candidates to the Presidency for consideration. The formation of the commission was delayed since then for at least another two years.

The membership of the Commission includes: Hamid Abu al-Qasim Mohamed Gor, Ambassador Abu al-Qasim Abdel-Wahid Idris, Mohamed Ahmed Hamid and Wad al-Shayeb, Al Tayeb Haroun Ali, Abdel-Rahim Mohamed Saleh, Mariam Abdel-Rahman Abdallah Suleiman, Kamal Al-Deen Ibrahim Mohamed Khair Aldndrawi, Mohamed Taha Bamkar Qubeisah, Aisha Abubakar Sabiera Adam, Ali Abu Zeid Ali Mohamed, Mona Mahmoud Abdel- Rahim Hassan, Allah -Jabu Abdallah Kaki and Abdallah Mohamed al-Faki.
