However, decree No.09/2012 did not appoint a new cabinet. The ten ministers and commissioner have indicated that they believe that no charges have been brought against them. The decree did not affect state advisors. On 25 April Lakes State’s Deputy Governor and a Minister of Education, Daniel Ayual Makoi, was relieved of his position. The newly appointment of Mabor Achol Kuer to replace Makoihas met with heavy criticism from Rumbek East County Community of Lakes state over an alleged statement he released in 2009 as he was serving as county commissioner of Yirol East County over the ownership of cattle. Mabor was alleged to have refused to return cattle stolen from the Agar community of Rumbek East County because they did not bear the right mark on their head to identify them as being from that area. He made this statement in meeting when Rumbek East County leaders were claiming the return of their looted cattle that had been stolen by raiders from Yirol East County in 2009. Mabor strongly denied the allegation after he had been sworn in into power 25 April. (ST) Lakes State Governor decree NO.12/2012 relieving ministers from their positions. 17 April 2012
