Warrap parliament passes new law giving specialised committee limited term

October 5, 2012 (JUBA) – South Sudan’s State of Warrap had passed a new law limiting duration for heads of the specialised committees to two year terms, officials and the speaker of the house said on Friday.

“I have signed into law conduct of business on October 3, 2012 after it was passed by the house on 24 September. This is very important document because it guides the house”, Madot Madut Deng, speaker of Warrap State Legislative Assembly told Sudan Tribune on Friday.

Speaker Deng said the new law allows the house to dissolve parliamentary specialized committees and creates position of the government chief whip appointed by the state governor. The top state legislator praised the executive for accepting to provide transport to heads of the specialized committees, explaining that lack of transport was one of the reasons which previously contributed to tainted relations between two institutions.

“There is no problem now between the house and the house. The differences that was there has been resolved. The relations between the two institutions now are normal. Some of the contributing factors have been resolved. The transport for heads of the specialized committee will be provided. The executive has accepted to provide transport”, said speaker Deng.

Ariec Mayar Ariec, a member of the state legislative Assembly in the parliamentary committee responsible for legal affairs and constitutional development said the new law introduces new women caucus and changed other committees in conformity to the national constitution.

“The new allows 13 parliamentary committees and creates women caucus in the house. It also abolishes position of controller of the house and creates position of government chief whip”, Ariec told Sudan Tribune on Friday from Kuacjok, capital of the state.

The law maker explained that the house since 2010 after had passed number of resolutions and laws.

“At the moment we have passed the state constitution into law. This is one of the achievements. The appropriation and taxation acts have been passed into law. We passed 2010 and 2011 budgeted together with their appropriation acts and now we have conduct of business”, he explained.
