Three South Sudan states agree to impose death penalty on cattle raiders
June 19, 2013 (RUMBEK) – A border security conference attended by top officials from South Sudan’s Lakes, Unity and Warrap states on Wednesday agreed to impose the death penalty on those convicted of cross border cattle raiding.
Tri-State Conference on Cross Border Security Issues – Rumbek Communique 19th June 2013The decision to impose the death penalty was one of 14 harsh security measures agreed upon at the tri-state cross border meeting held from 17-19 June in Rumbek, the Lakes state capital.
The event was attended by the Unity state governor, Taban Deng Gai, his Lakes state counterpart, Matur Chut Dhuol and the deputy governor of Warrap, Akec Tong Aleu.
Also present were county commissioners, minister and security advisers from the three states.
Under the agreement, fines for those convicted and compensation for people whose cattle is stolen, have been standardised.
The resolutions agreed upon included;
- Criminalization of cattle rusting activities
- Legalization of blood compensation among the three states
- Opening of Security road in the three states borders to facilitate easy movement
- Establishment of joint inter-state courts along borders
- Deployment of joint mobile forces in hotspot area along the common borders
- Regular exchange of visit by state officials of either states
- Encouragement of inter-state sports competition along the common borders
- UNMISS to coordinate donor conference
- Tri States to strongly encourage border trade
- Tri State to agree on common strategies for comprehensive civilian disarmament
- Tri state to secure their common borders from firearms proliferation
- Establishment of tri state follow up mechanisms for the implementation of the resolutions and recommendations of security committees
- Tri state to agree on legal framework on armament of civilian population
- There shall be strong political will and financial commitment by the tri state governors
