SPLM-N announces formation of new administration in S. Kordofan
October 30, 2013 (KHARTOUM) – The chairman of the Sudan People’s Liberation Movement North (SPLM-N) Malik Agar issued a decree on Wednesday establishing a new administration for the border state of South Kordofan.
The decree said the shuffle was made to implement of the resolutions of previous SPLM-N council meetings on delegating more authorities and involving more SPLM-N members in the management of movement’s leadership institutions.
It went on to say that a sufficient period has passed since the outbreak of the war “imposed by the [ruling] National Congress Party (NCP)”, which allowed for conducting an objective assessment of the capabilities and commitment of the SPLM-N cadres in order to promote some to leadership positions.
Agar noted the continuing trend is to activate the principles of separating political and civil institutions from military ones and support the SPLM-N leadership to perform its duties in defending civilians and the thwarting genocide schemes.
A similar decree will be issued later for the Blue Nile state and formation of regional liberation councils as well as the national liberation council.
Since 2011, the two states have been witnessing armed conflict between the SPLM-N and the Sudanese army.
Attempts to bring the two sides for negotiations have yet to yield any results.
Last July, Sudanese president Omar Hassan al-Bashir accepted the resignation of South Kordofan governor Ahmed Haroun and appointed Adam Al-Faki Mohamed Al-Tayeb as acting governor.
Haroun is one of the Sudanese officials wanted by the International Criminal Court (ICC) for war crimes he allegedly masterminded in Darfur during his time as state minister for interior.
During the conflict with rebels in his state, there has been numerous reports of abuses against civilians in the Nuba mountains area in particular.
