Sudan’s dialogue outcome would shape political scene: official

October 25, 2014 (KHARTOUM) -Sudan’s ruling National Congress Party’s (NCP) political secretary, Mustafa Osman Ismail, said that the outcome of the national dialogue will prevail over any partisan programs and draws a roadmap for the coming period.

Ismail, who addressed the opening session of the 8 th convention of the Revolutionary Committees Movement (RCM) on Saturday, said the 7+7 committee will meet on Sunday to prepare for the meeting of the dialogue national assembly with president Omer Hassan al-Bashir on the second of November.

On Thursday, Bashir said the meeting of the national dialogue general assembly will endorse the roadmap (agreed between the forces of dialogue), and Addis Ababa document which paves the way for dialogue with the rebel groups.

He added that the general assembly will also consider ways to address humanitarian issues in the country and also will consider determining the date of the inclusive dialogue conference which includes all these parties.

Last month, Paris declaration signatories comprised of the rebel alliance of Sudan Revolutionary Forces (SRF) and the National Umma Party (NUP) on one side and the 7+7 committee inked an agreement on national dialogue and constitutional process in Addis Ababa .

The leader of the Reform Now Movement (RNM), Ghazi Salah al-Adin al-Attabani, said the national dialogue faces six obstacles including the purpose of the dialogue, neutral role the president is supposed to play, inclusivity of the dialogue, confidence building measures, transitional government and guarantees for implementing dialogue outcome.

In an opinion article published on his Facebook page on Friday, Attabani warned against restricting dialogue purpose to reuniting Islamist factions.

He further regretted that the dialogue process has not gained the necessary momentum to achieve its objectives, saying that several dialogue issues are still a matter of dispute.

But, Ismail added that all issues would be put forward in the dialogue table, saying the NCP will share its opinions with other political parties.

He called upon the Sudanese people and political forces to engage in the dialogue to achieve a common vision to preserve Sudan’s territory and social fabric, noting the country is going through delicate circumstances due to ongoing changes in the Arab and African worlds.

The NCP political secretary further praised participation of the RCM in the national dialogue to achieve a national charter to stop the war, reduce political polarisation and protect the country against conspiracies.

He said that the Sudanese regime has learned from the revolutionary committees theory in mobilising the masses, pointing they also had some differences with the RCM.

Ismail commended the role of RCM in the Sudanese political arena, saying they offered an alternative theory for communism and liberalism which sought to resolve problems of humanity.

Last April, the NCP and the RCM agreed to coordinate joint efforts to speed up the national dialogue process in the coming period with the participation of all political forces and social actors.

The RCM’s coordinator general, Mahmoud Abdin, for his part, said the meeting with Ismail was productive and discussed several national and regional issues besides ties between the two parties.

He underscored his movement’s commitment to the objective views on the comprehensive national dialogue away from narrow political and partisan gains.
