North Darfur government issues further decrees to enhance security

June 26, 2016 (EL-FASHER) – Commissioner of El-Fasher locality, North Darfur state, al-Tijani Abdallah Salih on Sunday has issued a set of decisions to curb the killing and looting incidents that recently prevailed in the city and instructed the official organs to carry them immediately.

A_Darfuri_woman.jpgSalih’s decisions came just hours after the North Darfur’s governor Abdel-Wahid Youssef declared a state of maximum readiness among regular forces to control the lawlessness situation the capital, El-Fasher.

El-Fasher has witnessed a series of killing and looting incidents during the last couple of weeks. On Friday, large protests broke out following the killing of a 30 years old resident, Abdallah Fadl by unknown gunmen riding motorcycles.

Salih has issued a decision banning riding of motorcycles and wearing of Kadamool (a turban which covers the face) besides holding arms inside El-Fasher.

The decision banned movement of motorcycles inside El-Fasher permanently as of Sunday including motorcycles owned by civilians, government institutions and the regular forces.

It also banned wearing of Kadamool inside the city by all civilians and regular forces besides preventing open carrying of firearms while wearing civilian clothes particularly in the commercial markets with the exception of the security patrols.

The commissioner also banned movement of unlicensed and shaded vehicles inside El-Fasher, warning that anyone who violates these decisions shall be punished in accordance with the provisions of the emergency law.

The decision came pursuant to the authority vested in the commissioner by the Local Government Act of 2016 and on the basis of the security committee’s decision (19)-2016 and in fulfillment of the governors’ decision to completely ban the riding of motorcycles inside El-Fasher.

The commissioner further ordered all official bodies, regular forces and security organs put the decision into immediate effect from the date of signature.

Last week, unidentified gunmen killed a National Intelligence and Security Services (NISS) officer in downtown El-Fasher and stole his vehicle.

Earlier this month, Gunmen riding camels shot dead a security officer during a pursuit of fleeing cattle raiders outside Tawilla locality, 30 km west of El-Fasher.

Also, last month, gunmen abducted a tribal leader and his two companions and took them to an unknown destination while they were heading from Saraf Umra to the locality of Karnoi, north west of El-Fasher.

Gunmen commonly use vehicles and motorcycles that don’t hold license plates to carry out killing and looting crimes.
