FULL TEXT of the UN Secretary General Report to the S.C. on Sudan’s Darfur region

Sept 1, 2004 (New York) — Attached the full text of the report to the UN Security Council by Secretary General Kofi Annan. He called for a quick increase in the international monitoring force in Sudan’s western Darfur region, saying the government has not stopped attacks against civilians or disarmed marauding militias. The report followed the expiration of a Security Council deadline imposed July 30 for Khartoum to demonstrate that it was taking action to curb Arab militias accused of attacking, raping and killing villagers in Darfur, and improve security and humanitarian access or face possible punitive economic and diplomatic measures. Annan told the council that despite the deadline, and after 18 months of conflict, “the government of Sudan has not been able to resolve the crisis in Darfur and has not met some of the core commitments it has made.” It mentions some progress” by the government and did not mention or recommend sanctions.
