South Sudan’s Kiir constitutes ICC Preparedness Committee

January 30, 2009 (JUBA) – President of the semi-autonomous Government of Southern Sudan (GoSS), General Salva Kiir Mayardit, has announced his Government’s formation of a Ministerial Committee to deal with the expected decision by the International Criminal Court (ICC) to issue arrest warrants on the President of the Republic, Omer Hassan el-Bashir.

About 7-member ministerial committee to be chaired by the Minister of Cabinet Affairs, Dr. Luka Tombekana Monoja, is charged with the responsibility to workout preparedness plans for the semi-autonomous Government should the ICC issue the arrest warrant.

President el-Bashir was indicted last year by the ICC on ten charges for crimes that included genocide, war crimes and crimes against humanity in Darfur region.

ICC’s Pre-Trial judges are expected to announce within weeks the issuance of the arrest warrant on the Sudanese President.

The GoSS preparedness plans are expected to include Government’s response to a number of expected post-arrest warrant scenarios in the country.

The Committee shall be reporting to the GoSS President “regularly”.

In the Council of Ministers meeting on Friday, President Kiir also briefed the Council on his recent visit to Washington, DC, where he met with a number of senior American officials including former President, George W. Bush at the White House.

Kiir also met with the UN Secretary General, Ban Ki-Moon and President of the World Bank, Robert Zoelleck, among other senior officials.

According to the Minister of Information and Broadcasting and official Spokesperson of the Government, Gabriel Changson Chang, the visit which took place between 5th – 7th January this year came as an invitation from President Bush to celebrate with President Kiir on the 5th January, in the White House, the 4th Anniversary of the signing of the Comprehensive Peace Agreement (CPA).

Chang added that the visit was also to extend GoSS profound appreciation for the role played by the former US President and his administration in the conclusion of CPA and its implementation.

The visit gave President Kiir and his team the opportunity to update President Bush and his administration about the status of the CPA implementation and to ensure the continuity of the US commitment to CPA implementation in their handing over report to the new administration.

Kiir told the meeting that Bush’s administration identified Government of Southern Sudan as its strategic ally in Sudan and the region and reassured that such policy will continue even with the new administration.

He said the American government is committed to making Southern Sudan stronger politically, economically and militarily.

The Washington respective meetings discussed a number of issues within the context of implementation of the CPA, Darfur peace process and the ICC’s indictment on President el-Bashir.

The Council of Ministers commended the outcome of President Kiir’s visit to Washington DC.

Kiir said his team was not able to meet with any member of the new President Barrack Obama’s team “as they decided not to have any official meeting till they assumed their offices.”

The new administration’s officials however indicated that they would be ready to meet with GoSS officials after the inauguration of President Obama.

    I think Mr Kiir should be advice on this blind move. If your into political way Mr kiir, you should not act straighforward about the indication of this criminal. I urge Southerners that if we are not serious about this presidency of Kiir we will regret at later stage. How many times did the leaders of South been gaged by arabs, lets think back before considering the steps which are already been played by Kiir. Little bread only which just for an individual will lead us to fire. If professional politicians were confused by arabs just like a baby why not this dictator of Salva Kiir.

      This is one of the best qualitative decisions you have ever made in your government. The people of South Sudan are very happy to see you preparing for any eventualities if the worst comes before it becomes better in the aftermath of the ICC arrest warrants on Al-Bashir. Unilateral declaration of independence for South Sudan should be priority number one in case the mad man, Al-Bashir reacts irresponsibly and destroys the CPA.

        Please never blame logic boy because he did not understood the meaning of word logic.Logically the man is against our President Gen.Salva Kiir Mayardit for nothing.Assuming logic boy will be our president tomorrow, do you think he can do better than the present leaders of today no at all.
        The man is apolitical demagogue ,rhertor who may capitalist on nothing to confused the public.We readers we are praying very hard to keep logic boy alive and give him leadership tomorrow and we see whether he will change Sudan overnihgt.
        Please learn to differentiat bad from good.I used to support some of your writings but today you are out of topic.Preparedness is ahealthy move that is why we have Red Cross in the world today to care of wounded people in the wars.

    Good move on the right direction. It reflects Domocracy and good governance within the GoSS. However, president Kiir still has long to go in order to rebuild his credibility which has been seriously damaged. Kiir needs to stay on his words to rebuild and establish good credibility. Also, he needs to speak with the voice of his own party ( SPLM ) especially on the case of ICC Vs Albashir. And most importantly, president Kiir needs to be serious on fighting corruption in the Goss. There should be no immunity for any body even for SPLM/A’s founders and its senior officials. GoSS justifications on the issue of Stephen Madut Bak was not convincing at all, I do believe it was corruption.

    I would like to take this opportunity to say thanks you brother for your good comment about GoSS leader Kiir you ever made since your entrance into this website.This shows a spirit of natinalism as Southern Sudanese this alone is more important then our tribes. because the enemy bullet donesn’t distingushed as who is Dinka, Nuer, Topsa or Equatoria but as Southerners.as intellectuals let’s refrain from any comment that incite and bring disunity among our tribes. we are all brothers and sisters in struggle.those of Logic and Topsa boy should join us in fighting tribalism in South Sudan. back to President Kiir that is good initiative to form that committee should NCP decides to dishonored CPA in the face of ICC issaunce of Arrest warrant for Al Bashir it should be followed by unilateral declaration of South Sudan as soverign State.

My dear friend I love all of you whoever you are and whatever your view is learn by heart time is reap for good comment and I express thanks for those sweet word to our leader Kiir. No one was born to be a leader, but we all have a chance to be there by a lot of preparation that can be observe by other who are near you that include wise advice. Hero begins at the early age when you are exposed to the environment with different people who are beyond your mother home and tribe.
      What makes me happy on this is the fact that your comments carry out a lot of unity in our future dream, let bring to a halt word of hatred. As we start to have our freedom I mean independent state; we need common vision for New Sudan.
      Kiir is a leader and we must pray for his leadership and may God be with you Mr. President Work hard to unite your people and be ready to organize your house first before dumping your good thought to Bashir trash and his NCP ideology, the time has come to think BIG and wise.

        you are absolutely right brother to highlight the fact that the goverment should met the interest of his people even though they didn’t invited them in their gathering. and that is the reason we congratulate Sir Gatwech for his logical comments. because for south Sudan to achieve their dreams it need everyone of us start from the top to the bottom to sacrifies their lives doing the good thing that will contribute to the aspects of building our belove nation New Sudan. and we all know that doing the good thing doesn’t mean to provide people with their needs alone, but also to inspire them with an ideas that would encourage them to united themselve because unity is strenght. if we were not united we won’t be to where we are today. the other reason I was so please to thanks gatwech personally. is because Nuer position During our struggle was a very crucial one even if Dr. riek were engage in dispute with his SPLA partners, for me I can all it a political misconception that will need we future generation to correct it later instead to let it divided us.fortunatelet our leaders correct it themselves when Dr. machar withdrew his anger and joined his hand with our late heroe Dr. John Garang and put our future forward. so why are we future generation to spoil it ourselves? by the way, this appreciation is not for Gatwech alone, but for the whole Nuer community as well as our leader Dr. machar because he would have gone for exile if he wasn’t care for our future. please my dears, politic is a dirty game, don’t let it spoil our future and thank you so much Gatmallen!!       Your threats of jihad will not work this time, Mr. Wad arab. The fate of Sudan is getting too close to its final conclusion. If you think you have a god to support you in your jihad this time, we will see. Let me tell you that there are many of us (Southerners) who understand what God says about Sudan; for peace and war. If it comes to foretold events, I can tell you that Prophet Ngundeng of South Sudan is far accurate than your Mohamed. We have already proved his predictions right on war and peace.

      In 1901, Ngundeng predicted our (Southerners) suffering and notherners suffering as well. In his songs which I have one of his cassettes he said, "When I see Khartoum, my eyes bleed with blood,", he continued, In that city or that part of the country, people will bath in blood that will bury the flags (government) and will make the situation look like "no nation". That is exactly what will happen. And he predicted this 53 years before Sudan became independent and 108 years from that time to 2009!!!

      Instead of bringing your jihad to the South, make sure that you fight your war in Khartoum and the North in general that will make it look like Somalia (no nation). He also predicted that South Sudan will become an independent nation!!! The signs of the end of your oppression are very near according to his foretold events. I don’t have to tell you in details, but my point is that I am very confident in the destiny of the South. There is nothing you can do about it, Wad arab.

      We have suffered enough as God predicted, but when our time of delivery has come, there is nothing you can do to stop it, then just watch as we become independent nation or risk God’s wrath unleashed on the North. The Bible is also clear about our destiny in Isaiah 18. Be a wise religious fanatic, Wad arab! Some of us do not support that "Jakok to be slapped" because we know the consequence the situation will bring to you guys also.

      There are those who believe in God and know what God has in store for us than you think, buddy. It is your time to suffer if you still insist!

However, being confident of your destiny is the key to success and this how we got here. Your comment and reply to Wad Arab today impressed me; and this why am writing to you this word of appreciation and thank because when someone does or say the mind of Southerners, definitely s/he deserve thanks. I never been commenting on any tribal comments that you guys have had posted in the past since I got register on this website in 2007. Lastly, let’s keep up the task of uniting our people and forget the past and forge the new page. We are not afraid of your jihad Go and asked your damn father at home to tell you what happened to mujahideen in 1994 in Eatern Equatoria and 1997. Those who claimed for jihad as a mean of addressing South Sudan issue are foolish arabs like you and your omar (donkey if translated in to real meaning) beshir. Wait and see, Prophet Ngundeng has prophesies the real thing that will happen to Khartoum. This is the time, your flag will be turned into blood and all Khartoum streets will flow with blood unless your NCP government calculate its moves properly. President Salva Kiir is busy organising his own house (South Sudan) incase of beshir arrest, we shall be ready to tell you arabs in the north to lick your own wounds or otherwise just keep quiet and let the devil (beshir) face his own hell.

    Go to dictionary if you don’t know the term "president" to me its sound powerful, powerful man in Southern Sudan can be a speechless like that Country, oh God help Us.
    You must make your own decision as president of the South not vice president of Sudan and if so? you stills a powerful man.

    I haven’t heard of any decision you made, since you took these office.
    Give chance if you think or feel too weak to stand up against the North, I meant "stepdown".
