Sudan president says Abyei referendum to include all tribes

July 23, 2009 (KHARTOUM) — The Sudanese president Omer Hassan Al-Bashir today declared his party’s acceptance of the ruling on Abyei borders rendered yesterday by an arbitration court on the Hague.

Al-Bashir addressing Arab tribe Misseriya representatives in the Sudanese capital said that the tribunal decision is binding because it is a step to bypass war.

The Sudanese head of state hailed the role of the Misseriya tribesmen in “protecting the homeland” referring to the civil war years when they helped fight Sudan People Liberation Army (SPLA).

The Permanent Court of Arbitration (PCA) Abyei’s award confirmed that the boundary of the nine Ngok Dinka chiefdoms transferred to Kordofan in 1905 are part of southern Sudan based on tribal understanding of the Abyei Boundary Commission (ABC) panel of experts.

It also said that their eastern boundary in 1905 does not extend to line of Upper Nile border and attributed the oil rich area of eastern Abyei to northern Sudan.

The borders of Abyei are particularly important to southerners because Abyei residents have been promised a referendum on whether to join southern Sudan in January 2011, under the terms of the peace deal.

On the same day, south Sudan as a whole is also due to vote on whether to split off as a separate country.

Al-Bashir said that all Misseriya Abyei residents would have the right to vote in the referendum even where the land was awarded to Dinka Ngok.

He also promised the Arab tribe development and to reap the benefits of the oil fields with services to their areas.

Sudanese state media quoted Misseriya leaders as expressing satisfaction over the ruling.

However, Hamdan Ahmed Ali, a Misseriya tribe member calling himself “The Emir of the Mujahedeen” told the London based Al-Sharq Al-Awsat newspaper that most of the tribe reject the ruling.

Ali said that his tribe does not care about the oil as much as they care about the land.

“Oil means nothing to us and it cannot be a substitute to the pastures, water and the land owned by our brothers among the Dinka Ngok” he said.

Ali blasted the ruling National Congress Party (NCP) accusing the latter of betraying them for the sake of oil.

However, he ruled out any return to war or bearing arms against any party but cautioned that they will choose joining the South in the 2011 Abyei referendum.

    Mr. President,

    You are deadly wrong; Misseriya will have no single vote in the Referendum there, especially after Arbitration ruling in which the land of Abyei now is exclusively 100% for Dinka Ngok.

    We dare you to try it!!!

    The SPLM/GOSS must not take lightly; they have to make everything possible to counterbalance this serious statement…

    I do not know how that will work that the so-called Arab tribes will vote in Abyei referrundum? They can’t vote in the Areas of Dinka Ngok. Do we need another arbitration for that. Even your own dogs will tell you that it will not work. You got the oil free of charge thanks to the blind arbitrators. Sir, we’re done with you for good.

    To Abyie People:

    Iam warning Abyie people about the words that was said by Missriya tribe or their leader Emir of the Mujahedeen, that they may choose to vote to be with Abyie people. Please,Abyei nation let us be honst to each other,if Misseriya people are going to vote for staying with you,it means there is secrets you are hiding from people of South Sudan. First, Missseriya took your land with oil in it,but what they still want is the land for their cattles or cow,goat and cameles to eat and also in the future they are going to claim for that land again,it sound like imposibal but not. We want to hear from Abyei people before 2011 because Arbe are going to use oil money to buy some of you.Please we do not want stupid ideas again.

    sorry mr president.

    it too little too late to give misserable misseriya false hope about the year 2011 referendum.
    the ruling court has pointed out the nine DINKA NGOK chiefdom boundaries which were transfered to south kordofan in 1905, therefore, under article 8.2 of CPA doesnot give
    msisserable misseriya a chance. the abeyi now is belong to ngok dinka and they are the the resident of the ABEYI. only what the GOSS need is to tell the misserable misseriya to leave the abeyi to the NGOK DINKA.
    from 22/July 2009, the residents of Abeyi will be Ngok. therefore, if they are the residents, then there will be no misserable misseriya who will vote on the referendum day.

    8.2 The residents of Abyei shall cast a separate ballot. The proposition voted on in the separate ballot shall present residents of Abyei with the following choices; irrespective of the results of the Southern referendum:

    a. That Abyei retain its special administrative status in the north;
    b. That Abyei be part of Bahr el Ghazal.

    I think mr bashir ,alam akol and oshay are cocaine smokers with their selfish ideas ,i know oshay is in support of splm dc and ncp because his father was not re appointed in SPLM/A during reshuffling .

    Watch Out against Mr. Bashir’s comment! Let us take this seriously because of the fact that he’s planning to rig the Abyei’ refrendum result.If we allow Messeriya to participate in Abyei referendum, the NCP will import all sorts of fake Messeriyas (Arabs form Eqgypt, Talibans from Afghanistan etc) to posture as Abyie inhabitants inorder to increase the number and votes for those who will vote infavour of joining the north.
    Please Fellow Southerners and any peace and justice lovers all over the world, critically analyse my statement.

    Mr. Bashir!
    There is no doubt that the PCA has ruled in the favour of the North rather than the South Sudan. The North has been awarded the areas they were not expected before the decisions were announced. Mr. Bashir if you consider the PCA has binding document than you should not deceit Misseriya leaders that all people in Abyei will vote for referendum in 2011. This will never happen again when the Abyei boundaries are demarcated based on the PCA ruled. Only those people living within the Abyei boundaries will have the right to have their voice during the referendum in 2011, but the excluded areas of the Abyei will not participate in the referendum.

    Mr. President, you are now looking for the way to deceit people of Abyei by allowing Misseriya to participating in the referendum. This deceiving tactic will not function because you are going to register all the nomad Arab tribes as resident of Abyei, to outnumber the Dinka Ngok in the Abyei in order to say that Dinka Ngok have chose to be the part of the North Sudan. This planning will never work and should never be accepted during the referendum period.

    Also, it has been indicated that Hamdan Ahmed Ali, a member of Misseriya tribe said that most Misseriya people are rejecting the PCA ruling. This is not really true because the Misseriya people and the Northerners are celebrating the PCA decision as the northern representative call the PCA ruling as “victory”. Mr. Ali if most Misseriya are rejecting the PCA ruling than why they did not support ABC decision that including the areas that are now excluded as part of Abyei in the first place. Mr. Ali, you should assure Misseriya to celebrate today, but tomorrow will be different if the people of Abyei chose not to be part of Northern Sudan. If they chose to be the part of South Sudan than Abyei will not be under the control of North Sudan, but under the authority of South Sudan if South Sudan separate from North Sudan. If South Sudan separate as I expect, than there will be limitation regarding roaming and grazing areas of your nomad tribes, because Abyei will be in different jurisdiction and the rules of different jurisdiction will be different with that of Northern Sudan.

    Mr President Omar Al Bashir referendum will come from the Southern tribe in the South only not your idle ideas that will face people around the country side .we are waiting these Franken election which include Stupid guys who are always against the SPLM PARTY .I personal I have gone over the world expected willing of the good Governance in the world.

    I hope the stupid guy will hear the concern of the SPLA/SPLM. It was since in 1990 the aim of rebel between South and North so Mr. Omar think big for absent minded with guys.

    Mr.criminal must be joking and if not,then he doesn’t know the consequences of his speech to misseriya.SPLM/A must quote him in serious manner,for him,Bashir doesn’t know that allowing misseriya who were excluded in Abyei by AAT to vote in the Ngok referendum will be worst than dishonouring the AAT rulling itself.

    To all southerners,we must continue our struggle under SPLM/A to reach our destiny of new Republic of Southern Sudan.17 months from now to say bye Arabs or else if they refuse the smooth referendum then,they are inviting us to wage war in the North that will deport all of them to middle east.

    SPLA under USA assistence is day and night preparing for the next destructive war in the North Sudan(my apology to all gallant forces of SPLA for revealing its defence secrets)against jallaba and in this coming war,we are not going to keep any prisoners of war(POWs) again and to all southerners,we shall never feel that war since it will be far away from our children.

    The writer is the SPLA soldeir who has killed so many red ass creatures(jallaba) in 21 year civil war including the one of Parjok where he was promoted in ranks for the well job done!

    Omar must be playing with fire, you must be very careful with your comments this time.
    The declaration of Misseriya participation in Abyei upcoming referendum is ablundent lie and provocative.

    Abyei belong Dinka Ngok and the Hague Court had clearly stated that Ngok of Abyei will decide through separate referendum.

    Don’t you think that South can execute Rome arrest warrant orders? If Bashiir violate court of arbitration decision then we (Southerners) have right to captured the dictator and surrender him peacefully .

    Abyei mean Africa to us, you must be commenting wisely incase not to spark any further atrocities.

    SPLA is keenly watching every step you made.

    Of course we can not leave the criminal to just roam freely in south sudan.If he is the man,then let him bring his red ass to South Sudan this time and see if he will really dodge being draged to Hague by southern Sudanese.
    I trust SPLA!

    The wirter is the SPLA soldier who has killed dozens of jallaba in so many battles including the one of 1997 in Yei where after capturing the town,he was further promoted in ranks for the well job done!

    sudan has onli one arab rashaida they are the onli true arabs in sudan the rest are african including all the northerners
    so if you talk in term of race then you and all the comentors are wrong but it is better you talk directli and say the northeners instead of saying the arab of sudan because simpli the real arab will get dissgusted because they consider all the sudanese from south and north as abeed s l a v e s
