December 10, 2009 (JUBA) – A Command Council of the army in Southern Sudan has been established with effect from 10th December 2009.

The President of the semi-autonomous Southern Sudan and Commander-in-Chief of the Sudan People’s Liberation Army (SPLA), Gen. Salva Kiir Mayardit issued a decree on Wednesday constituting the SPLA Command Council.
The 46-member army body is composed of Gen. Salva Kiir Mayardit, President of the Government of Southern Sudan and Commander-in-Chief of the Sudan People’s Liberation Army in the top command, followed in the second command by Gen. Paulino Matip Nhial, Deputy Commander-in-Chief of the army.
The minister of SPLA Affairs, Lt. Gen. Nhial Deng Nhial, falls in the third position.
Lt. Gen. Bior Ajang Dut, Undersecretary in the ministry of SPLA Affairs came in the fourth position, followed in the fifth position by Lt. Gen. James Hoth Mai, SPLA’s Chief of General Staff.
In the sixth position is the SPLA Deputy Chief of General Staff for Operations, Lt. Gen. Obote Mamur, followed sequentially by the rest of Deputies to the Chief of General Staff and dozens of senior officers in the army.
The Command Council will serve as the body that decides on military issues.
It is for the first time since formation of the Government of Southern Sudan in 2005, and the enactment of the SPLA Act this year, that the army Command Council has been formed.
Earlier, the semi-autonomous government established the Southern Sudan Security Council (SSSC) which composes of the President, Vice President, ministers of some relevant ministries and the SPLA Chief of General Staff plus a number of senior SPLA officers.
The Security Council deliberates and decides on issues that have to do with general security situation in Southern Sudan and recommends action to be taken.
