Government reshuffle in Lakes brings two spy men into power

March 22, 2010 (RUMBEK) – Five new county commissioners were appointed in Lakes state by presidential decree of the Government of Southern Sudan (GOSS). Two of the appointees have served in special security branches.

In the new decree No. 32/3/2010, President Salva Kiir Mayardit relieved five commissioners, two state advisors and the state finance minister. He was acting on the recommendation of the caretaker governor to relieve the officials.

Dut Makoi Kuok, the appointee for commissioner of Rumbek Central County, served in the National Intelligence and Security Services (NISS) based in Khartoum. David Marial Gumke, the new commissioner of Rumbek East County, served in Salva Kiir’s special military bodyguard.

The two powerful spy men will administer counties that last month were the battlefield between armed civilians and Sudan People’s Liberation Army soldiers.

The state finance minister is also relieved and nobody has been named yet to replace him.

Those commissioners appointed and relieved are:

1. David Marial Gumke, appointed commissioner of Rumbek East County replacing Mabor Mayen Wol.

2. Diardit Bol Dak, appointed commissioner of Yirol West County replacing Agok Manyiel Dhieu.

3. Athian Majak, appointed commissioner of Yirol East County replacing Mabor Achol Kuer.

4. Dut Makoi Kuok, appointed commissioner of Rumbek Central County replacing Abraham Makoi Bol Kodi.

5. Madhang Majok, appointed commissioner of Cueibet County replacing Kongor Deng Kongor.

Changes in top cabinet posts:

1. Matur Makuer Gol, economic advisor, is relieved and replaced by Mabor Mayen Wol.

2. Maciek Akucpir, security advisor, is relieved and his position is now vacant.

3. Matot Tut, Finance Minister, is relieved and his position is now vacant.

Agok Manyiel Dhieu, the outgoing Yirol West commissioner, reacted positively to his removal saying "I feel very happy indeed – I will still serve this county as SPLM chairperson and actually this relief gives me full time for the campaign." He said that he had worked for the government of Lakes for three years intensively without relaxing.

    He (Kiir) thinks that he has done a wonderful idea, but this is nonsense. Lam Akol would have send especial police force who have been trained for 24 months not 6 months fake police. Those spies will never settle the tension in that dangerous spot. The issue is chronic and need capable leader like Lam who knows how to apply diplomatic knowledge to hot situation.

      When you say that Dr. Lam should be elected instead of Kiir, you make me doubht you. We know that Lam is more educated than Kiir but he doesn`t use his education correctly, he has failed when he was appointed minister of foreign affairs. What do you think Dr. Lam can now do? We know that comrade Kiir has leadership problems but let us allow him to continue and get us to another stage then we see what we as Southerners will do in the future.

        Go and use your boyish logic in your state/county. We in Lakes state know where our future lies.

        If Dr. Lam Akol is such a wise leader, how comes no prominent South Sudanese have ever come out in his support?

        I have had encounters with people who were students together with Dr. Lam Akol. During his school days, if he was not chosen as a class monitor/prefect, he would switch classes until he finds a class with a teacher that will make him a class monitor/prefect. So his lust for power and sitting at the helm is something he grew up with.

        It’s not because he wants to heal the alleged wrongs done to the people by the SPLM led GOSS. It’s not because he is a better alternative to Hon. Salva Kiir. It’s because he has always had an inherent nudge that no one is a better leader than him. It is his inherent yearn to be always at the top. It is his lust for power. That will explain his political career littered with nomadism between political parties and/or factions.

        Didn’t you notice how comfortable he was at the helm of Foreign Ministry, where he neither represented an iorta of South Sudanese interests nor those of the collective GONU, but exclusively only those of the NCP?

        Wasn’t he the same man who claimed that his mandate did not allow him to criticise Egypt after the Egyptian police unleased ruthless crackdown on South Sudanese encamped outside UNHCR offices in Cairo, killing hundreds whose organs were later stolen by the Egyptian health organisations?

        How rapid was the change that took place within him, such that today you can hail him as a hero?

      To me, these presidential decrees are unhelpful & the won,t eleminate any obstacle if person is reshuffled and in a month, u definitely get into another big office, how do u feel? then u feel rejoicing & that,s why some might have said so, and if not, are they only intellecuals in ur government?h
      My question to president of GOSS is,how many directions in the campusor in the corner of earth? if ur answer is one, u have pass the exam according to ur idea and if ur answer is four u have fail and question to you is, why ur gov,t moving in one direction?
      Another question, in ur principle, what was the cause of reshuffling to some officiers?
      In my understanding, reshuffle occured to officiers who corrupt,greedy,favor tribalism,bribed,disobey party agendas and much more....
      If occurance of ur reshuffle is due to the above,backing of these people in gov,t will not bring any good changes

      you and your man re out of sense due to severity of schizophrenia it associated thought interferences ,there is a different between capability and ability and it principle called acceptability and to tell you the fact the father of friend is getting attentions from international community to expel intl observors.

      where will your future stands? , this limo you need know that the man you re talking is not really well recognised due his ways of doing things .

    It doesn’t matter whether someone has served in whatever field of service, but my interest in all of this is the removal of the two notorious commissioners of Rumbek East and Yirol West.

    These two commissioners have been wild and uncouth to civilians of these counties, true looters of the public funds, abusers of power - (Mabor Meen Wol and Agok Manyiel Dhieu)

    Now that new government is expected with votes from the very public that has been robbed by these disgruntled fellows, many and I will recommend that none should be brought back to any government seats.

    Great thieves of South Sudan and in particular Lakes state time - these two former commissioners.
    I am writing my intensive article about these fellows.

      Are you kidding or lost memories of little war? What do you mean by saying, "Happy of your relieved"? Pool you don’t know you was being fired or sacked in your position? And proud of three years with lots of accusation against (caused conflict between two communities Ciec and Tuot. I could say, your achievment was Yirol’s mess in three years like you said nothing else.

      Never heard, from anyone whose his or her seat lost during reshuffled. Since establishment of the South Sudan government, sign by two party SPLM and NCP. And say am "Happy about removal" accept you yourself. Tell that sarcastic word, or you are not mean exaclty what you are talking about? But not expressing your happiness on media. Whilist you have done nothing benetifing you back to the " History" Due to your cowardness, you manipulate some far communities into your previous grand-fathers war) of which they didn’t succeed. Only small piece of land was compensation offered but it no longer with you at the moment. Otherwise it can become more, worse than before. That why you guys borrowed other people to be partaking with you together against the native of the area.

        Hey Logic_Boy, why are you supporting people who had been tailored us? Dr. Lam Akol will never be president of south Sudan because we want people who care for the people and by the people. The right person for the job is Mr. Pres Salve Kiir, because Kiir, and our late Dr. John Garang had been faithful to our people since the beginning of moment. But people like Lam, and Risk are not right people to lead us in this crisis we’re in now with Arab. If you support Lam Akol, you’re traitors like him, because Lam was and is still working hand to hand with Omar Al-Bashir to stop us to have our independence country.

        Mr. President Kiir, you have to choose the right people for the job in Lake State, because Yirol has been a lot of mess going on lately and because you appointed a wrong people for the job, and that is why there is violence happen between Tuot and Ciec in Yirol.

        I know Agok Manyiel Dhieu since I was little kid when we were in SPLA/M moment in 1989-1999 and i know his family very well. What i know about him at that time he was a good man, wonderful, and carrying leader for his people. What I thought about him is not a kind of person escapable of killing going on between Tout, Apaak, and Ciec; but something I don’t understand is why people accused him that he is a part of conflict between Apaak, Tuot, and Ciec. my though, heart, and my prayers goes to people of Yirol to have peace among themselves!!

    To the entire community of Lake’s State, especially Eastern County sorry my people for the bad leadership you are now facing but, thing will soon change with the time.

    My message base on the new appointed commissioner of Eastern county, please! please! take care of the community because being a leader means a lot, it is not like dancing which a everyone can join and dance even if he/she doesn’t know.

    My brother Marial, we know and I know you very well from the beginning, not the qualification you have which give you that position it is just a promotion from your former boss, please bare with us otherwise we shall not maintain you any longer.

    ’Resuffle 2 Ruffle’

    I was checking my lovely friend when the great news dropped! I was surprised and disbelieve simply not to the appointed leaders but for the entire community of these Counties especially Rumbek East. Is this the change we want? of course not! Yes, we cry for young leaders but do we put them in a right place at a right time?. There is no doubt the saying goes " every dog has its one day!" I would like to wish David M. Gumke ( Dictor)and the rest well despite huge critism for all over East. I believe he is not the right man at this stage but he is capble of other jobs or at some stage he would be a commisioner. Finally, to those who would be outrage about this ’nomination’ you need to ask Salva Kiir if ’being Intelligence means running the community affairs’. This men should be kept in the Defence section rather than Counties commissioners. Choose a right man for a right Job!! Thanks
