SPLM’s Amum says Abyei referendum must happen or President should transfer region to south

January 12, 2011 (JUBA) - Pagan Amum, Secretary General of the Sudan People’s Liberation Movement (SPLM) said that either a referendum must be held in the contested region of Abyei as per the 2005 peace agreement or Sudan’s Presidency should agree to transfer the region into the south.

Abyei was due to hold a referendum this week to decide whether it will become part of south Sudan. Sudan’s south is currently holding a self determination vote to decide whether it wishes to separate from the north.

However, the Abyei referendum has not taken place after the north and south could not agree who should be allowed to participate in the vote. Tensions are rising in the region, with clashes between the Misseriya and local police from the Dinka Ngok ethnic group over the weekend resulting in at least 23 deaths.

The SPLM, who govern the south say that only the southern-aligned Dinka Ngok should be allowed to vote, while the Khartoum-based National Congress Party (NCP) have insisted that the nomadic group, who enter the region for a few months each year to find grazing land for their cattle, should also be given full voting rights.

In 2008 the two parties referred their dispute over the borders of the region to the Permanent Court of Arbitration in The Hague. Although the ruling was excepted by both parties, it has yet to be implemented and the border is still not demarcated.

Amum, who is also the minister for peace and the implementation of the 2005 Comprehensive Peace Agreement, told Sudan Tribune that either referendum must be rescheduled or Sudan’s President should transfer the region to the south.

"There are only two options left for the issue of Abyei. One of these two options is the implementation of the Abyei protocol in accordance with the provision of the comprehensive peace and the ruling of the permanent court of Arbitration”, Amum said.

“ The other option is presidential order to transfer the region from the north to the South from where it was originally transferred to Kordofan region in central Sudan," Amum told Sudan Tribune from Wau, capital of Western Bahr el Ghazal state shortly after arriving from Abyei where he held several meetings with local officials and traditional leaders there.

Amum led a high level delegation comprised of the south’s Internal Affairs Minister, Lieutenant General Gier Chuang Aluong and Regional Cooperation Minister, Deng Alor Kuol who is a from Abyei.

The southern delegation met with their NCP from Khartoum, headed by the federal minister of internal affairs and deputy director for national intelligence and security service, General Majak Agot.

The United Nations were also present with Special Representative for Secretary General of the UN, Haile Menkerios and the force commander of the UN peacekeepers in Sudan, General Moses Obi.

In exclusive interview with Sudan Tribune, Amum said the mission of their visit was to assess situation on the ground and to talk to local leaders on what the SPLM is doing about the issue of Abyei.

“The purpose of our visit was to deliver a peace message from the president of south Sudan, comrade Salva Kiir Mayardit and the entire leadership of the government and people of south Sudan to the people of Abyei.

"Another reason of our visit was to come and assess security situation, especially after series of attacks have taken place and see how best the situation can be returned to normal,” explained Amum.

The senior political figure of the southern dominant party, the SPLM, said his party remained committed to following the issue of Abyei with the NCP with the international community.

“The main reason of our visit was basically to assure citizens of Abyei and their leaders our commitment in the SPLM to follow an honest implementation of the Abyei protocol and to tell them not to accept aggression to derail peace,” Amum said.

In a separate interview with Sudan Tribune, Miyen Alor Kuol, secretary for information, communications and foreign relations with SPLM office in Abyei said Wednesday that talks over Abyei began on Wednesday in Kadugli town, capital of south Kordofan State, between Missiriya and Dinka Ngok.

"There are talks today in Kadugli between us and the Missiriya. I am currently in Kadugli with our chiefs and local delegation from Abyei," said Kuol.

The senior official from the area, however, said that the current discussions would only discuss on way forward to resolve recent clashes and not the entire future of Abyei.

"These talks would concentrate on how best to resolve recent clashes so that peace and stability returns to the area so as to allow movement of goods with people and service resumes," he said.

    Amum, I am very disappointed in you with your splm party. I thought you are intelligent man but you prove to be stupid. I am a southerner like you but i know for sure that Abyei is part of North Sudan and period. when are we southerners going to learn correct history. for your information also, don’t put in your mind that arabs are enemies, your own people are. Arabs can give you something to eat, i was in Khartoum, they welcome me to eat, they give roasted groundnuts which i think you know. have any southerner did that to you amum? Be very careful. I use to respect you but now i think you are turning into something else. But am sure some wrong elements within south sudan have taught you bad politics and false thinking. i strongly urge you to reverse your media statements.

    so brothers, analyse the situation properly, I am a southerners too but I judge people by actions, arabs have done nothing bad and there fore are innocent whatsoever.

    My uncle is a sudanese army and he fought with spla for many years, it is because the objectives of spla was wrong. my uncle know arabs very well and he is siding by who is right. Spla want to kill everyone in the sudan, and we will not allow that to happen. Bashir wants peace, equality, democracy and justice which spla have been denying people. BRother don’t upset people.

        SPLM must settle the argument by not letting any Misseria come to the Abyei water this year unless they
        1. Agree to immediate Abyei referendum on the permanent residents of Abyei
        2. Pay full compensation for the lives taken and properties burned in 2008
        3 Agree not to carry arms while they are in Abyei territory
        4. Identify those Misseria who carried out the attacks on Abyei so that they cannot come into the territory.

        And when they have done all that and the Misseria cows can smell the water let the SPLM find some new group to say that the agreement cannot hold because they did not sign it.

        SPLM must now make it very difficult and very expensive for Misseria cows to drink water. Don’t sell the country for roasted groundnuts.

        Saban John. You’re a comedy. You said "Bashir wants peace, equality, democracy and justice ". Do you mean the Bashir who seized power by force, killed 2 million, made 4 million homeless and put 9 billion in his private bank account?

      Why insult Amum? or i remember a quote from Dr. Garang "Those who believe in their oppressors and have accepted them as their masters will view their liberators as their enemy" Saban John seem to perfectly fall in this category. To those of us who are born free, lets thank God and for our brothers in the category of Saban, they need our help to see light and believe in themselves that arabs can as well recieve G/nuts from him not always the other way.

      Abyei was taken North by people of Abyei to get better treatment from Northern ruling elites. Now Deng Alor, Luka Biong and others are working very hard to sideline non Dinka Southerners from their own government. I heard from somebody that majority of dead from SPLA side during the recent battle in Abyei were Nuers. Please Nuers and other Southerners, don,t fight on behave of selfish greedy discriminatory war monger Dinka Ngok of Abyei because they are joining South Sudan with intention of discriminating non Dinka as Deng Alor did recently when he appointed all 9 heads of foreign missions to be Dinka.

      Mr. Saban John, every body is aware that you are a pretender. You are not Southerner. You are pure arab. Abyei is not a part of North Sudan. It is transfered to North Sudan in 1905, and recently the international court proved that Abyei belong to Dinka -Ngok, but some people like you still caliming that Abyei belong to North Sudan without enough evidents to prove it. Mr. Saban you are right 100% when you says that Arabs "can give somthing to eat,I was in Khartoum,they welcome me to eat,they give roasted groundnuts which I think you know." Mr.Saban,giving you all these foods to eat,doesnot mean they love you. it is mean that you are bribed as your father is in Sudan Army fighting against his own brother. The Arabs give you food to eat if you are going to fight against southern Sudan and killing your own people like your father. Beside, did you know that the groundnuts they give you is grow and harvest in South Sudan? Your Khartoum government is a problem of Sudan generally, not South Sudan only. you better lift Mr.Amun alone and go back to Khartoum or site there enjoying eating Arabs’ leftover foods.

    The move by the SPLM to send high delegation to Abyei region and reassure the people of Abyei with SPLM commitment to Abyei Protocol is to be applauded. It is very unfortunate that the people of Abyei could not hold their separate Referendum on time as stipulated in Abyei Protocol.

    The NCP should know that the issue of Abyei, if not resolved amicably, will drag our peolpe back to war. The question is do we really need that war?

A idol persons like Saban who was survived in Khartoum base on Food or whatever let me tell you Southerners were survived in South without food and they are now alive.     Saban, the house of Bashir should not deviate us the Southerners from our cause ! we stand for freedom, Justice , Peace and Equalit but his blooddy masters stand for the reverse of what i have just mentioned above . Minister Pagan is right. Abeyei was just annexed to the North and MUST it be re-annexed to the South where it rightfully belongs period !
