South Sudan’s Kiir orders public mobilization

March 30, 2012 (KHARTOUM) – The President of South Sudan, Salva Kiir Mayardit, has instructed governors of the country’s five states bordering the country’s northern neighbour Sudan to mobilize the public for defense.

In an address he delivered at the final session of the National Liberation Council of the ruling Sudan People’s Liberation Movement (SPLM) on Friday, Kiir ordered the governors of Unity, Upper Nile, Warrap, Northern and Western Bahr el Ghazal to mobilize the public in order to defend South Sudan.

Kiir’s announcement comes as tension dramatically increased with neighbouring Sudan against the background of military confrontations in the latter’s oil-rich town of Heglig.

His Sudanese counterpart, Omer Al-Bashir, has already ordered public mobilization and formed a committee to undertake preparation of “Jihadists.”

The president reiterated his claims that South Sudan army’s attack on, and subsequent withdrawal from, Heglig was provoked by wide-scale violations committed during aerial and ground attacks by the army of Sudan (SAF) in Unity State.

Kiir pointed out that he had no intention of entering a war with Sudan but he vowed to show no leniency in defending his country’s sovereignty.

The president, however, asked governors of South Sudan’s ten states as they listened to his speech to protect the lives of Sudanese citizens living in South Sudan, saying they have nothing to do with what’s going on with their country.

He said that Sudanese citizens must not be harassed, especially the nomadic Arab tribes who cross into South Sudan searching for pasture.

Furthermore, Kiir appealed to the citizens of Sudan not to be misled by the Jihad campaigns orchestrated by their government, stressing that South Sudan is not against Islam or people of Arab ethnicity. He also said that the SPLM would remain committed to using negotiations to resolve issues of contention with Sudan.

Kiir was scheduled to hold a summit in Juba with Al-Bashir on 3 April but Sudan cancelled the plan after the eruption of the Heglig clashes.

Salva Kiir is not a "great leader" in any way, shape or form! He has presided over the most grotesque display of tribalism, avarice, corruption, nepotism, the abject failure to establish genuine and essential State institutions and a total lack of transparency and accountability that has come to define his incompetant administration!

Salva Kiir’s greatest sin, in a long line of sins is his unforgivable failure to provide a capable military deterrence. South Sudan can acquire the Russian S-300PMU2 for $500 million; the S-300PMU2 can track 100 targets simultaneously, 300km away. Sudan’s air force wouldn’t be able to fly over Kadugli and Ad Damazin, let alone South Sudan!

The historical vein in which North Sudan has conceptualized and perceived South Sudan and South Sudanese, is on the basis of a permanent and institutionalized amnesia with which the trappings are manifested on a collective social scale. In fact, the British ostensibly did everything they could to stop slave-raiding in South Sudan by Northern pastoralists. Those involved in raiding the South for slaves included the Shaiqiyya from north of Khartoum, the Rufa’a of the Blue Nile and the Baqqara along the White Nile and in the west. Slave-raiding in south Sudan reached its peak in the 1870s.

Why is president asking the citizens of the five states bordering Sudan to mobilize for national defense? What is the role of SPLA that had been allocated 40% of national budget for the last 7 years? Is the defense of south Sudan for those five states? Kiir is receiving wrong advice. Kiir does not to copy Al Bashir. National defense is for national army and not for civilians.

He ordered them to get the recruits to be trained as well those who are capable to fight can come forward. Governors are the commanders of the state by constitution therefore, SPLA cannot go and conscript. those of you who are criticizing while sitting on your computer in the west will not anyway liberate south via internet but come home and do the work yourselves instead of doubting others.

It’s so painful to read how many of you people so ignorance. Mobilizing the citizen does not mean they will go to war, but protect themselves by having enough food water and other things they need. Many of you people don’t understand the problems-many of you are under educated so I should not be so hard on you all. Many of you people are good at insulting denigrating your fellow citizen.

Self defence is a right, not a privilege to our people. We’re less defensive and less protective, because of those who embezzled the public money that could have been wisely spend in purchasing defence systems for our army.

This is the Russian S-300PMU2 Rommel was refering to, Without this you have no defense.

There was a saying after referendum that "you fought it and didn’t succeed" but now we have voted together for independent so we are both heroes. that was execellent.

Now.....lets us all come out as we did during referendum so that we face the aggressions by the North

It makes me so anger why we do not have air force to protect our people in the air. South Sudan will determinant when is the is best time to respond. The buffoons of Khartoum has issued since independence over 100+ warning to south. Someone need to remind them that south Sudan is a country and not be bulled by morons.
