S. Sudan proposes creation of third vice president’s position


May 22, 2018 (JUBA) – The South Sudanese government has proposed to the mediation team from the regional bloc (IGAD) that the position of the third vice president be created in an effort aimed at expanding the government size, instead of trimming it down.

The country’s cabinet affairs minister, Martin Elia Lomuro said significant progress were made and that issues upon which the parties did not make a consensus were left to the mediation team to make a bridging gap.

“There is a significant progress. Through thematic committees, there have been significant in security sector and we are hoping there will be a significant progress in governance matters. As the government we made a new proposal in an effort to break stalemates. We now proposed a creation of a third vice president position to be filled by those in opposition,” Lomuro told Sudan Tribune on Tuesday.

He added, “We don’t know which group and who they will nominate".

But while the cabinet affairs minister talked of some breakthrough, analysts and observers say major outstanding issues relating to governance and security arrangements remain to be resolved among the warring parties.

Key among the unsettled governance issues are the composition of the revitalized transitional government, structure of the revitalized transitional government, responsibility or power sharing in the revitalized transitional government, number of states and size and composition of the revitalized parliament.

The parties failed to reach a consensus on key areas such as the time-frame for reintegration of forces and approach to the formation of one national army, security during the transitional period, demilitarization of civilian centers, cantonment of forces, and security sector reform or establishment of new security arrangements.

Discussions focused on governance and security arrangements. While high-level agreement has been reached on the need for new security arrangements in the country, consensus on its implementation is yet to be reached.

A representative for South Sudan’s armed opposition movement, Angelina Teny, however, argued that without adequate transitional security arrangements, the country could witness more violence.

“You need to create a security sector that is subordinate to the civil authority. To us, that is paramount and this would give us a very good start to embark on nation-building,” she said.

However, despite slow progress in the talk over major stick points, citizens and the wider global are optimistic the ongoing peace negotiation remain the best path of ending the war and bring about long lasting peace, security and economic stability in South Sudan.

Meanwhile, the regional bloc was expected on Tuesday to present a proposed plan for compromise to all parties, all aimed at achieving lasting peace in the war-hit nation.

    When a foolish man wants to think that all people around him are foolish, this is the kind of scenario you will end with. The current regime is in Juba is very big and unsustainable! It’s full of men and women who say YES to whatever Kiir demands, adding more of such people is recipe for the NEXT WAR!

      1- Our government: 55%
      2- Reik;s IO: 25%
      3- Pagan Amum group: 5%
      4-Other opposition with government: 5%
      5- Other Positions with Thomas Cirillo and others: 10%

      State Level:
      1- Government: 65%
      2- Oppositions including Riek: 35%

          Reik has just rejected IGAD proposal even though he has been given lion share. It’s very clear now 63 tribes of South Sudan want peace and development. It’s very clear too majority of Nuer with Taban Deng want peace. We are now very clear what should be next. Riek will face the same situation like LRA.

          This IGAD bridging proposal is bogus, stupid and only reinforces the status quo. If the SPLM IG/IO/FD should reunify as desired, we shall be dealing with a 80% SPLM domination. This is a recipe for disaster. Combined SPLM must NOT exceed 50% as this put them on the check-and-balance hot stool from a 50% opposition.

      Rebels mentality is just low as their butts, where in the world would oppose your boss? What would you expect, when you just say no? Better to stay right there in the bush, because administration got no accountability. We have a strong government in South Sudan that’s guided with the constitutional mandates.

            The jienges have 14 out of the 32 current jiengestans in SS. With bloated bureaucracy, several ministers, advisers, bush generals etc. these jiengestans have not developed an inch. In jiengeland without war, peace has prevailed yet they are the same shitholes as the rest. Giving the kiirminal 65% won’t bring anything. Just losers. The UN can take over.

    Creating to many positions is not the solution we needed in this country. What we needed is both Kiir and Machar to reconcile through sorting out their differences and work together till their term ends in the 18 Months period. Those so called Taban Deng and Makuei Lieth should be removed from those posts they are currently holding and restated them to others light duty positions

You have seen the wife of Riek Machar desperate woman. Equatoria regions is going to recovery as well as the Bahr El Ghazal regions but there will be no development in the whole Upper Nile regions because of rebellions

        I am assuming you are from Upper Nile regions. The people of Upper Nile regions including Dinka, shilluk, Nuer, Anyuak, Mabian and the Murle all these people have made South Sudan nation as a bad country. Even if we elected Taban Deng Gai as a president, put Riek Machar as vice president, John Luke as Speaker still, the Nuers will cause more problems in South Sudan, this is your nature.

        Dr.Riak sign 2015 peace agreement before Salva sign agreement through pressure from IGAD. Recently if you may recalled, he said he don’t want Dr.Riak and when he was told to quit too, he ask IGAD of what should be his incentive. What a kind of inhuman is this? that is why the two of them can never bring peace because Salva would never want Dr.Riak alive brother.

    According to the power sharing proposal by IGAD Mediators team. 55% allocate to government, 25% to SPLM I0, other political parties allocate 20%, Self-exiles which is known as political detainees take 5%. 9 oppositions Alliance take 10%, political parties under unity gov, 5% This is the math of IGAD but I had not seen such a mathamatics practice in school. To collect all these numbers is 120%.

    Continues on IGAD proposal for power sharing.
    Here is a mathematics. If 55% was been giving to government then, the remaining would be 45%. The SPLM IO should have taken 20%. 15% for oppositions Alliance. 5% to political parties and 5% go to another political parties under unity government and the total would be 100%, this is my own math and the IGAD Mathematics was wrong in my view.

    Who will ask again the root caused of the fighting in 2013? I do not want any Idiocy asking about what caused conflict in South Sudan. It is all about positions and nothing what they can do to their own people in South Sudan. Riek Machar had signed Khartoum peace agreement but left and run back to late Dr. John. He signed reunification agreement in Tanzania but later he deny it.

    Look the evidence proposed and you will be the judge to tell us. IGAD have proposed 440 numbers of seating Parliaments, 42 numbers of national Ministries with 15 deputies meaning big payroll. If you see that proposal by IGAD Mediators team thus, there will be no any budget is reaching the whole population in South Sudan. The positions and leadership were they roots caused in 2013.
