President Kiir orders South Sudan’s army to integrate ex-rebels

August 9, 2018 (JUBA) - President Salva Kiir who is also the commander-in-chief of the national army has instructed the South Sudanese military to turn their back to the war and prepare themselves to welcome and integrate the former rebels who will join them soon to form one army.

Within 8 months from the beginning of the transitional period, the rebel fighters shall integrate the national army after receiving the necessary training. the quick integration of the armed groups was one the things that Kiir sought to change in the revitalized security arrangements to avoid the repetition of July 2016 bloody clashes.

In a speech he delivered at the headquarters of the South Sudanese army in Juba Kiir briefed the army on the recent agreements on the outstanding issues of governance and security arrangements between the government and the opposition groups.

He underlined his commitment to the full implementation of the revitalized peace agreement and stressed that this commitment should be shared by all the parties and all the institution including the army.

The commander-in-chief further said that there would be one army its mission is to defend the nation and no one should consider the integrated former rebels as his enemy.

"The army members have to be united, and you should respect your colleagues who will join you from the opposition," said Kiir recalling that their mission is to defend the territorial integrity and the civilian population.

The South Sudanese army has been accused of war crimes and atrocities against the civilians in the conflict areas.

The security arrangements provide that all the regular forces, army police and security forces have to be built before the end of the 36-month transitional period. After what they will be redeployed throughout the country.

The president further said the army has to take part in the building of roads, bridges and economic infrastructures as well as other vital national projects.

On Thursday, Kiir pardoned the leader of the former rebel group SPLM-IO and called on the opposition members to regain their country.

The South Sudanese parties are still in Khartoum as they have to agree on the implementation matrix and a timetable to implement the revitalized deal.

Salva Kiir saw the news yesterday in Khartoum about the training, but because he (Salva Kiir) was born as dishonest person, he came up with that ridiculous suggestions...for integration.

US had helped rebel group called National Union for the Total Independence of Angola (UNITA), but failed miserably. US are not children to help and train hopeless people. They run to Uganda when there is war in South Sudan, then when there is war in Uganda they come back to South Sudan, back and forth. Fake Arabs molested all men in Juba during our struggle. Jienges were the largest single group that had the lost boys, who got resettled to the US, Australia etc and who lived as "hotel commanders" in Kenya. Fighting was predominantly in Equatoria, jiengelands were simply "slave areas" for Muraheleen and Mesiriya.

          Equatorians don’t really need US covert military training, what Equatorians need is only access to military hardware and rest we can sort it out with jienges. Jienges dont manufacture guns nor do they have an airforce except hired Ugandan mercernaries, I’m not worried at all. Fighting is not jienge monopoly game. Ask your fellow jienges where most nyors ended in Equatoria.

                    You eloquently stated the various armed jienge armed divisions that were armed and received logistical support from state resources. It’s a manifestation that indeed this was/is a tribal army and has absolutely nothing to do with a national army, unless ofcourse the two are one.       You are right. Most of the generals in the rebels don’t know how to write or speak English and Arabic but they can only spoken in their language. Yes, it is important for the country’s military to considering recruiting people who knew about education rather than having huge primitiveness who came from cattle camps.

    The real question anyone need to ask them is that, are these 12000 SPLA IO more than 18000 who left Juba in 2013?.

    The first vice president Taban Deng Gai has not brought 500 soldiers to Juba but he has been protected as well as James Wani Igga do. If Riek Machar still sticking to military concept then, he should give another person to lead otherwise, there is no need for coming to Juba.

      My county in Nasir has more than 21,000 IO forces alone.. But the whole point is, because IO doesn’t trust Juba, they must go to Juba with more than 12,000 troops by foots. If not then Machar will go by himself according to Frontlines commanders.

        Riek had tried this when he was assigned as a zonal commander in greater Upper Nile region but he never defeated Mighty Jieng with his unskilful militia called white army. Am sure even if he comes to Juba with 12000 troops or more then that and they are all from Nuer the food lovers soldiers still they will be defeated like dogs by mighty SPLM/ A forces in Juba.No room for IO elements to be in Jub
