South Sudan peace guarantors prioritize only their interests: NAS leader


September 2, 2018 (JUBA) - The rebel National Salvation Front (NAS) of General Thomas Cirillio once again denounced the final text of the revitalized agreement for peace in South Sudan and accused the guarantors of prioritizing their own economic and security interests.

In a previous statement, the group has already rejected the final peace document and distanced itself from its initialling by the South Sudan Opposition alliance (SSOA) of which NAS is a member. Like the People’s Democratic Movement and the SPLM-FDs, it reiterated its demand for a genuine federal system protecting the tribal border and establishing regional autonomy.

But in a second statement dated on the 1st September, General Cirillio who is currently in the United States attacked directly the guarantors and accused them of considering their own security and economic interests rather than achieving a lasting peace in South Sudan.

"The preoccupation of some of the countries undertaking the mediation is not with how best to secure just and sustainable peace in South Sudan but rather with arrangements that best protect the various and conflicting interests of some IGAD member states in South Sudan".

The Sudan and Uganda are the guarantors of the Khartoum Round of the revitalization process. Also, Khartoum has secured the resumption of oil production in South Sudan and begun pumping it for exportation through Port Sudan.

Kampala is also seen as the other beneficiary of the peace agreement because South Sudan has been the main destination of Ugandan products. The According to Uganda Export Promotion Board and Kampala City Traders Association (KACITA) estimates, Uganda’s exports lose some Shs3.5 billion ($930.000.00) every day, since the eruption of the South Sudan civil war on 15 December 2013.

Also, in several articles dedicated to the armed groups in Sudan, the peace agreement bans the presence and support to the rebels who fight the Sudanese government in South Kordofan and Blue Nile states as well as in Darfur region. These groups are accused of fighting along the South Sudanese government army.

Cirillio also criticized the method adopted by the mediators in Khartoum saying the "Agreement is not an outcome of a dialogue between the parties". he added that during the negotiating on the governance agreement "the parties spoke to paper and to proposals as deem fit by the mediation"

Also, he said the mediation the "excluded meaningful participation by key stakeholders - civil society, women, youth and the international community".

The government and the Other Political Parties opposition coalition (OPP) initialled the deal on 28 August while the SPLM-IO chaired by Riek Machar and the SSOA signed it on 30 August after receiving reassurance from the Sudanese President Omer al-Bashir that their concerns will be addressed by the IGAD leaders.

However, the two groups said they would not sign the final text of the revitalized agreement if the IGAD head of states didn’t address their four concerns including the number of the contested states, the quorum of the cabinet and parliament meetings, and the constitution-making process. Also, they asked that Ethiopia and Kenya join Sudan and Uganda as guarantors and deploy their forces within the UNMISS.

The SPLM-FDs signed the deal on 28 August but its leader Pagan Amum denounced the initialling of the final document by the head of their delegation Pagan Amum saying "prematurely" signed the deal.

    The issue of Federalism is not suitable for South Sudan, and it should not be implemented at this generation because it will divide the people of South Sudan. Equatoria will go with their region and the upper Nile, and Bar ghazal regional will run with their land and declare their new country. That is not what we want now.
    The people of South Sudan do not know the meaning of federalism because nobody has educated them about it, so the only person that knows and talks about the implementation of federalism in the whole of South Sudan is Thomass Cirillo. The National Salvation Front (NAS) of Thomas Cirillo should understand that this is not the time to talk about federalism.
    Implementation of Federalism
    The adoption of federalism, however, should occur in the future when all the people and the children of South Sudan have been literate from illiteracy. When the times comes shortly about the formation and the adaptation of federalism into the constitution, everyone will be able to read it and understand it in its entirety.
    Let the people of South Sudan learn to figure out how to work things out first from the beginning so that shortly they can do much better especially as the people and the country progress intellectually based on literacy rate of the people of this country.
    We cannot accept to have federated states because federalism can lead a country to wars and splits and divisions because it cannot work in the absence of total freedom in its entirety. Confidently, I can say to you that "The National Salvation Front (NAS) do not know what they are talking about because it is a confusion.
    It is confusing because they are talking about the division of the country and nobody is ready for that because we believe that we can do better, but to do better, our minds need to change first and diverged through eradication of illiteracy in the country and this will take time.
    The eradication of illiteracy will make people do better and will make them make better decisions for their country because many people will be able to read, translate and give their opinions about what best for this country. If Federalism is the best system to govern the country, the people of South Sudan would know in the future. But we have first to improve our minds through education and eliminated our tribal minds through schooling because the Unity of any country is cemented through knowledge, the power of ideas.

Afterall, they have no added value to us and we can do without them. NAS, PDM should tell the international community that there´s no peace without federalism. Again, SS without Equatoria is just ordinary shithole. Take Equatoria out, jienges have nowhere to go. It is like undressing someone naked.         FYI, initialing the peace deal is one thing, thereafter the final signing in Addis Ababa is only contingent on the resolution of the 4 contentious issues raised by IO and SSOA. Should that fail, IO and SSOA will uphold their signatures and we get back to square one. That is it. This deal in Khratoum is simply a precursor NOT the final deal. Understood ya jienge?

    Thomas Cirillo is doing excellent campaigns. South Sudan must have to be divided into three regions. And each region will have to rule itself till most people in this country are well educated and united after 30-40 years later.     Federalism is not for illiterate people. It is for the people who are literate, people who know how to read and write. I predict the federalism will happen in 100 years from now. There are a lot of things that the people do not know about federalism. Federalism will invite people from outside and will let them get involved and interfere with internal affairs, and we are not ready for that. Anyone that loves federalism does not love the people of South Sudan because he loves traitors and people from outside the country. To hell with federalism because you cannot reward people who do not know anything with federalism now and do not know what they are talking about sometimes. We will get rid of the tribal mindset first from the people of South Sudan through education and religions means and also, through the laws of the land, and then we can have federalism. Another, word you people who are part of tribalism need common ground and to love all your people in South Sudan. Federalism cannot happen when some of you are bad and exchange insults with other tribes. Insulting other tribes is not federalism, and it will not solve our problems. Second of all, the civil war in South Sudan has happened not because people want federalism, but it is because of power. The former or the current vice president under the peacemaking wished to become the President while he was even still in the government in which himself was the current vice. Secondly, the people of South Sudan are naturally tribal, and we cannot blame them because they were never educated about the importance of unity.
    Unity of the people, peace, reconciliation and love and the sense of identity of the people is what eliminated wars and internal problems. So, understanding is what will solve and resolve our South Sudan’ problems or people’s problems.
    If even if you are given federalism, and you still do not like your other fellow south Sudan, the country will also get worse and there would be chaos in the country because you will be inviting, everybody from around the world to implement your federalism, and you will be telling them that Dinka are wrong. Nuer and equatorians do not have any ethical standards either because they always act like hypocrites. We want you to get rid of them. The people who invented the federalism, they will say okay, we will take all your resources first but we will give one condition, make wars or start a war in your country and then we will set up your federalism. They will tell you that we know the roots of Federalism because we invented it and it comes from us, and we know everything about it more than you do. you cannot trust people from outside. Trust your people, your neighbors more. your resources should not be taken every year with preconditions and attached to it is federalism. So, federalism comes from people from abroad and those who have united their countries through the power of idea and knowledge, reconciliation, unity and peace in their countries.
