Sudan army unhappy over establishment of SPLA air force
June 25, 2008 (KHARTOUM) – The Sudanese army expressed reservation about a bill adopted by the semi-autonomous South’s Legislative Assembly calling for creation of an air force.
The spokesperson for the Sudanese defense ministry told the daily Al-Ahdath that the SPLA is subject to numerous limitations per the Comprehensive Peace Agreement (CPA) signed in 2005 between North and South.
“The SPLA is not allowed to carry out military operations or any other activities” Lieutenant Colonel Al-Sawarami Sa’ad said.
“The SPLA is only allowed to conduct training within the joint forces” he added.
This is the first reaction by a Northern government official to the resolution by Southern lawmakers.
The bill passed yesterday deals with the security environment of South Sudan, SPLA mission and role in the defense of southern Sudan, in addition to the administrative and military structure. The law also establishes a committee to monitor the management of SPLA budget.
According to the CPA, the SPLA forces shall be funded by the Government of Southern Sudan while the SAF and the joint units are funded by the national government.
Southern Sudan government has no military aircraft and Juba does not seem prioritizing such plan. However formation of southern pilots is seen as first necessary step towards a future air force.
The demobilization and the professionalization of the SPLA troops have been delayed since 2005 due to the lack of funds and fears that relieved soldiers without a profession or a job can create troubles in the south.
The White Paper tries to trace a map for the transformation of the SPLA from a revolutionary army to a regular and conventional one with the formation and training of reduced army.

Khartoum has no say over how the should equip herself. If using the supersonic jets & Antonov bombers is bad then why did they employ them in the South previously and recently in Abyei? No way South Sudan parliament and army has to remain firm by that decision.

Mr beshir don’t beleive that SPLA are just your animals where you used to fire them by airforce especially during the time of war in those of Yei,Kaya,Maridi and etc,it is time for South to do whatever they want and we are Independent not relaying to under your Notorious Criminals Party NCP,i advice Kiir not to stop this plan,it should be done confidentila and ambitious.No one cares about NCP we are independent.Soon we will begin nuclear weapons when those of us who are studing in USA,Australia,UK and etc has come with modern skills and knowledge beside those who dying in Egypt,everyone in Sudan will see the effects in Sudan.But i advice beshir not to pack his blanket and ran to their heaven Saudi Arabia.Hope they will see the significient knowledge of Southerners which will be a basic ideology for Sudan if we are hoping for unity.

The world is changing very fast, Southerners are no longer Southerners of ninteen handred and seventies(1970s). They have seen so many things around the globe. They have learned that there is no good mundukuru (arab)and the good one is the dead one, that why we are more interested in seperation of the Sudan.
I DO Hope you are going to shut up your dirty mouth for your own betterment, otherwise ICC is going to be more stronger on you. You are adding another records to the ICC book.
I know its pain ed you but it will pain you upto death!!. SPLM/A have no reverse gears. that is just for your information.

Thanks very much the SSLA for that move to honour and recognize the necessity of the White Paper that contains the basics of the SPLA’s future.
Despite opposition from the North the paper remains as valid as the day it was drafted.The CPA is very clear and if our northern partners think they are clever and knows the contents of the CPA then they are very wrong. They are interpreting the CPA selectively which means referring them to the CPA again.Where is it written that the SPLA has no authority or mandate to establish its Air force.
If that is the case then…let it rain blood but the draft Bill should be passed and considered an Act.
Thanks very much the legislators for seeing the need for that but mind you also that you are too slow in the legislation process and that calls for urgency in your work. we have alot of Bills pending for discussion but have all along remained redundant in the Assembly.
May i also beg the consumers not to pop their noses into legal matters without a good cause.

NCP/SAF have been enjoying delicious meals made of chickens while the SPLM/SPLA survived on greens and vegetables.Now the later thought it wish to taste chicken meat as well but the former said its opponent’s mouth is not suitable to take vitamins A only vitamins C & D is right for the later.
So to make unity attractive one have to convince and support the other not to condemn because condemnation leads to bitterness.

So don’t be panic shut your mouths. you been bombing us with superjet, anti-nope for long since the start of war, but we haven’t retreated. The Bill to establish South Sudan Air Force(SSAF)is the best Bill ever passed by the Interim Southern Sudan Assembly (ISSA). Congratulation to our hero Oyay Deng Ajak and his team in the SPLA Affairs for drafting the White Paper and presenting it to the parliament for discussion and endorsement. Congratulations to the MPs of Southern Sudan for this great step of protecting the territory of Southern Sudan from the invaders and internal colonialists who envy its Greenness, Wetness and Oil Lucrativity.
Dear SPLA Do not worry about the NCP unhappiness about the Bill because they were not in favor for your independent status since the time of negotiations in Machakos and Naivasha. Even when they accepted that the SPLA can be independent, they denied it any budget from the national coffers thinking that it will get into troubles of funding and then weather away with time.
Even if the South get starved, let SPLA go ahead to buy Antinovs, Fighter Jets, and Fighter Choppers to deter the enemies of the independence of the South Sudan and make them cooperate in the implementation of the CPA to its logical end.
If the South wants a lasting peace, it has to be prepared for war any time. The best war is the war from the sky with bombs dropping on tall buildings. No more jokes with cat and mouse tricks.
The LRA in Equatoria should get warned now that the SPLA is not going to joke around with those who temper with the Security and Stability of South Sudan.

To My Southern Countrymen,
Having your own air force is well within your rights as the consecutive national regimes in the north have failed to protect you in the past. On the contrary, they have caused you pain and hardships!
However, I do wish that your anger, though justified, is aimed at those that have caused the problems in the first place. These national regimes have mostly came to power by undemocratic means and nothing would please me more then seeing Al Bashir or Nimeiri punished for there actions. I’m sure God will not spare them in the Day of Judgement. But calling all northerners (or as many refer to them as arabs) liers is wrong. The same goes for the south.
Hundred of thousands of northern men have dodged military service and many left the country to avoid fighting an unjust war (like myself).
Though I can never compare your hardships to ours, but we in the north have also greatly suffered from Al Bashir and his regime. An endless number of young northern men have died in this stupid civil war that had no cause. The government in Khartoum tortured and killed many northerners who opposed them. And those who did support were not given jobs. They drove our economy to the ground and structured in a way that will only benefit them. They’ve made us beggers and forced us to seek work abroad (sometimes in worse conditions). Education and Health facilities have deteriorated and hyper-inflation took place. Again, this cannot compare to what many in the South had to endure, but all I’m trying to express is that I also wish to see those responsible for the suffering the Sudanese people punished!!!

Please note that many leaders, whether they are muslims, christians or jews, use religion to justify wars. Christianity was used to justify the ruthless crusades and Judaism is used today to oppress the palestinians. Similarly, Al Bashir’s mafia used Islam to justify the war in the south.
There are more than 1.2Billion muslims in the world. It is not wise to publicly attack their religion using wrong information. Especially the Prophet Mohammad. Just like you people in the South have always said, “LEAVE RELIGION OUT OF POLITICS.” I suggest you do the same.

South sudan is a nation within a nation. She has every right to form its Air force. Look at TAIWAN a province of China with its own Army and air force. Khartoum should not fear anything about Juba having an airforce.For SPLA to transform into a conventional Army it must have its own airforce to support the ground forces that is all about having a national Army for south sudan defense. Does it make any difference having a ground force or an air force. AN Army is an Army and must be equipt with all the necessary armerment. SPLA GO A HEAD AND FORM AN AIRFORCE YOU DESERVE THAT TO PROTECT AGAINST ANY AGRESSION TOWARDS THE SOUTH.
