Sudan president cancels Zambia trip amid ICC row
July 29, 2008 (WASHINGTON) — The Sudanese president Omar Hassan Al-Bashir abruptly canceled a scheduled trip on Monday to Zambia which is hosting the Smart Partnership programme for developing nations.
This would have been Al-Bashir’s first foreign trip since the ICC’s annoucement.
Ocampo filed 10 charges: three counts of genocide, five of crimes against humanity and two of murder. Judges are expected to take months to study the evidence before deciding whether to order Al-Bashir’s arrest.
The newspaper said that Al-Bashir’s economic adviser Badr Al-Deen Suleiman will represent Sudan instead.
Zambia is a party to the Rome Statue which forms the basis of the ICC and has the legal obligation to apprehend Al-Bashir if judges issue an arrest warrant for him.
However the ICC judges are likely to take few more months to decide on the prosecutor’s application making Al-Bashir in no risk of being arrested.
Last week the Senegalese president Abdoulaye Wade told his Sudanese counterpart during a phone conversation that he will not be able to offer him refuge if there is an arrest warrant for him.
Wade speaking from Chicago told Senegal News Agency (APS) that he informed Al-Bashir that they are party to the ICC and they cannot “make an exception”. ”. However he raised the possibility of suspending the ICC indictment through the UN Security Council (UNSC).
Sudan has not ratified the Rome Statue, but the UNSC invoked the provisions under the Statue that enables it to refer situations in non-State parties to the world court if it deems that it is a threat to international peace and security.
