SPLA security team to probe grievances at Malou barracks

October 27, 2008 (PARIS) – Following public corruption accusations between two commanders of the Sudan People’s Liberation Army (SPLA), a security committee will investigate Malou Infantry School in Lakes state. The case has been referred to security officer Col. Deng Lual, said Captain Maker Deng on Sunday.

Malou is just eight miles away from Rumbek centre, the capital of Lakes state in southern Sudan.

A statement ascribed to Col. Ater Deng was issued on Wednesday, claiming to represent 400 soldiers training in Malou Infantry school. The statement accused Maj. Gen. Malual Ayom, the director of training and military colleges, of stealing salaries and removing the money to Nairobi, Kenya.

The high-ranking security committee has been formed in Juba to come investigate the corruption allegation. It will consist of members from different security sector forces in Southern Sudan, including National Security, Public Security and Military Intelligence.

Col. Ater Deng’s statement urged the commander-in-chief of the SPLA, President Salva Kiir Mayardit, to “arrest this corrupt general (Ayom) and bring him before competent military tribunal of the SPLA army.”

However, on Monday a source at the military barracks in Malou stressed that Ayom had not been arrested, saying, “we are hit with news speculation over internet.” The source also noted that “our parade is not 400 officers, we are beyond that number.”

Furthermore, in another message supposedly received from Col. Ater Deng, it was reported that President Salva Kiir Mayardit will arrive in Malou on a trip to stop a potential backlash there and to promote his government policy in connection with military policy.

Mayardit and his chief of general staff are reportedly scheduled to meet with SPLA instructors and officials, including the governor of Lakes, and senior SPLA military commanders in the region.

Rumbek was in a state of political turmoil in September and October, leading to a power struggle and the temporary impeachment of the speaker of the assembly. The state also suffered from violent raiding and civilian casualties during a disarmament exercise in early September.

Groups of SPLA soldiers deserted after they were ordered to leave Rumbek following the disarmament incident. Those groups, which are primarily Nuer, are distinct from the group that called for the arrest of Brig. Gen Ayom.

    That accusation against Malual Ayom is baseless and carries a lot of tribal weights then transparency.

    There is no army chief who can be an accountant at the same time. Unless people clearly ask for Malual to quit the army because they want his position; since it’s time for “eating.”

    In the sense of reality, I suggested as the southern Sudanese to denounce the behaviors of people in lake state because they are likely to cause further spilt in south Sudan if they keep their aggression to people base on tribes and ethnicity. I believe in rules laws rather than the political make up to remove somebody from it position, I know if Gen. Malual could make the statement today and announce that he is quitting the position I think nobody from lake will say anything again because that what the need because they like that positions to be hold by the person from their tribe. That is not SPLA! Because if it is the matter of Corruptions, than the leaders like Governor Awet and others from lake will be sentence to life in jail for stealing the public money because their families in the countries like Australia are buying the houses with stolen money, Awet himself got a home in Australia with amount of $700000 dollars pay cash by his family, if it is the matter of fact who could believe since the CPA the salaries of Mr. Awet can go that much. He is a thief to be charge with misusing of public funds compare to general Malual who have no prove of stealing the money or is it because President Kiir will acts on your interests because he was born there. It is the obligation of President to request the arrest of general but not in that way otherwise it will be termed as the tribalism if the public are being push to acts by their politicians who need the positions.

    I don’t know when will Southern Sudanese stop thinking always about their tribes, clans and so forth.Why are we wasting our time thinking about these things when we have big things to think about.If we allow this trend to continue, I tell you Southern Sudan will one day become like Somalia and we shall have no one to blame but oursleves.Let us accept the fact that we are not serving in the government as representatives of our tribes, but as servants of the people of Southern Sudan regardless of their tribal and religious back grounds and people should be praised and condmned as individuals. But this seems not to be the case with our people. their response to accusation of officials with wrong doings is a clear evidance of this tribal and clanstine tendencies. May God help us out of these mess.

    Can you please identify your selves which state who you are?, mostly those of you who usually talks over internet in the name of lakes state .As areasonable person you should be realistic and specific to that individual arrogance instead of spoil the diginity of state . So please you learn more about differentiation between one as individual and the community as whole otherwise you will be publically prove as unreliable human being who tells nothing but lies as areliable you need to verify thing first before you acts rumously and iwould like to tell those you who are mentally base on triblism that this the right time for use to access and evoluats the views, comments and corrects human being mistake among us in good manners.Not that to abuse one state. by way who is not corrupts in south sudan . we should aim ambitouselly for the leadership becuase this turn will be ours especially those who are aiming to be rulers and lawmakers idvice you to learn earlier about the communication skills inorder to overcome the interest of the people towards you.

    Dear SPLA security committee, I highly appreciated you for the following up that you have been seriously trying to implement concerning the corrupt officer Cammander Malual Ayom instead of major general how didn,t know the SPLA suffered in the Bush of Ethiopia and is known that to achieve all these means is through army motivation. therefore in the law if a person found gulity than he has to be taken to the court for trail.

    Hi everyone:

    The truth is that, disunity, tribalism, greed and ethnocentrism are our best daily options where ever we go and in whatever we do.

    I know nowadays that, the government of South Sudan is treated like a women in traditional old days where when the woman lost her husband, the family of the dicease had to forced her to marry the brother of the dead man, And surprisingly without shame, the living man has to have sex with this poor woman, beat her, bear kids with her and treat her as his God given property.

    I said that because when Dr. Garang was a live, Bor used to treat SPLA as their kitchen, after the death of Dr. Garang, the government was passed over to his brother Kiir who turned out to follow the same previous administrative principles of treating the government as private assets between him and his clan members. Such kind of die-hearted ideas will not take us anywhere till we recognize all our mistakes.

    I believe even if we remove Salva Kiir from power and give that power to somebody else, I think the new tribe where leadership fall into them will laugh very loudly with the sense that, the leadership which is given to them is nothing than just a knock of chance at their door. They will eat as much as they can before the touch is pass over to the next door/tribe.

    Dividing ourselves in tribal lines will not solve our problems, the only solution is when we step up our criticism to the government to form the laws that can punish all those offenders one by one regardless of their ethnicities, powers they have, and riches they possess. Yes, zero tolarent must be imposed tightly.
