UN and AU express concerns on Jonglei attacks

September 22, 2009 (KHARTOUM) — The United Nations Mission in Sudan (UNMIS) and the African Union Tuesday expressed strong concerns at the deterioration of security in South Sudan following Sunday’s attack that claimed the lives of 75 people in Duk County, Jonglei state.

Armed med from Lou Nuer attacked last Sunday Duk Padiet in Jonglei state targeting civilians and military. The new tribal violence is seen as a new escalation in southern Sudan violence, in the semi-autonomous where more than 1200 people were killed in tribal violence.

The UNMIS “strongly condemns the attack on the residents of Duk Padiet village in Jonglei State that took place on the morning of Sunday, September 20,” said a statement released today.

In Addis Ababa, the chairperson of the African Union Commission, Jean Ping said condemning “in the strongest terms this renewed violence that undermines the successful implementation process of the Comprehensive Peace Agreement (CPA),”

Since January this year Dinka and Nuer staged several attacks against each other. Last August, the Lou Nuer carried out an attack on another area of Dinka ethnic group, Twic East where more than 40 people killed.

In Sunday attack, the assailant focused on the organized forces and civilians in Duk Padiet, a move is seen as representing a new development in southern Sudan.

“UNMIS remains concerned that there may be elements that are directing attacks against institutions of the state.” The UN mission further urged “the Government of Southern Sudan and other duly constituted authorities to further strengthen their efforts to identify and bring to justice the perpetrators of these crimes.”

The mission however said encouraged by the increased efforts of Jonglei State to restore order and deter retaliatory attacks in the aftermath of the latest violence and to pursue dialogue and reconciliation among all concerned parties.

On Monday, UN Regional coordinator for Southern Sudan David Gressly visited Duk Padiet with South Sudan internal Minister, Gier Chuang Aluong and Governor Kuol Manyang Juuk.

The UNMIS pledged to support, “within its capabilities, all efforts to contain violence, promote reconciliation and address the humanitarian needs of the affected population in the coming days.”

    Any body with a brain should expect these kind of killings as 2011 is approaching. The NCP is trying to spark a large scale war between Nuer and Dinka and this will be its pleasure. If that succeeds than the SPLA/M will be in a terrible shape if it doesn’t collapse. That is exactly the calculation of the NCP. In fact, the attackers are those militia that did not join the SPLA/M and are still on the payroll of the NCP. They are always guided and directed.

    Kiir always sing that “WE DON’T WAR”. Well the NCP is just planning it and is doing it right now.

    He should consider the followings:

    1.SPLA needs to establish a credible relationship with JEM and Khalil Ibrahim by giving him arms and ammunitions.

    2. SPLA should mass troops and tanks on the border of 1956 by October 2010.

    3.SPLA should be ready to declare a unilateral independence in 2011 when the North fake or rig the referendum results.
    This requires a massive force on the border that will fight northward.

    4.Capture Khartoum if the NCP attempts not to let the South be independent( just like the JEM did in 2008, the next peace will then be signed when we are Khartoum).

    5.Incite an all out war throughout the country from East to west and South to North just to bring the NCP on its knees.
    I hope they consider these.

    Dear brothers Nuer always did these kind of defect,but latter come and begged with the food is ready.
    They are now supporting NCP, but they still will fail miserablly in the South.
    I believed my brothers from all over the South understood that the primitives backward Nuer lou tribes with no reasonable leader are shotting us at the back like what they did in 1991 when we fought Jallaba.
    One example of their leader is hussein Mar. See what nuer did in leadership.WOW!
    if Mar was DINKA leader or great leaders from NUBA, Blu Nile, Equaroria, then these MILITIA/Nyagats would not attacked innocents in Duk-Padiet.
    We know Nuer especially Lou are nothing.
    those nuer who died from the attack will sing in hell.

    Hello minister Gier Chuang,

    I like your carefully worded description of the attackers as “ruthless armed gangs” instead of the wrong wording “militias” which the Bor-Dinka media reporters want for Lou-Nuer alone.

    “Gier further called on citizens to cooperate with government forces in the provision of security related information saying such atrocious incidents are committed by grouped he described as “ruthless armed gangs.”

    I want you to use that description for all the armed criminals throughout the South. Don’t give in to irresponsible officials like Kuol Manyang who vomits a certain statement today and licks it tomorrow in a different situation. When the Murle attacked Lou-Nuer in Akobo, killing 185, Kuol rushed to the media and said it was a tribal fighting among villagers over cattle despite the use of modern weapons like Kalashinokovs and killing of some 20 SPLA soldiers in the attack. How come the Duk attack could suddenly and uniquely become a militia one?

    The Bor-Dinka armed gangs killed a Lou-Nuer SPLA colonel in Bor town. They should also expect targets on their officers in Duk. Let us be fair people so that we can have trust and find a way to resolve this madness in Jonglei as prophesied by Prophet Ngundeng.

    But Gier Chuang, I hope you and General James Hoth Mai should make sure that Jonglei is completely disarmed to bring this madness to an end. This disarmament should start within the Bor town, which is the HQrs of Jonglei and has “ruthless armed gangs” who even go out to murder not only other civilians in hospitals like those Murle in 2008 but also kill SPLA officers from other tribes like Colonel Gai Chuol of Lou-Nuer which is one of crimes that sparked the recent revenge attack on Duk.

    Don’t ever attempt again to disarm only Lou-Nuer as you did in 2006 leaving the rest of communities armed to kill Lou-Nuer. I hope your disarmament exercise will not turn out to be like the tale of “Puor kaka wan.”

    To UNMIS shut up!!!

    This is killing which you are talking about is normal activities in the Junglei so do what you were brought for and leave those Junglese alone since killing is part of their culture.

    Let me ask question, Did you come to South Sudan to change people’s culture or to respect it? So killing in Junglei is part of the culture just leave it the ways it is going.

    Busta2 is my house boy here in Juba if you are not aware of it please.I took him from his father in 2006 when he was practicing guyism with those of UNMIS.Shame on him and his relatives.
