Talks on South Sudan referendum progress in Khartoum

October 20, 2009 (KHARTOUM) – The Vice President of the republic and the Vice President of southern Sudan government and SPLM deputy chairman today resumed discussions on an agreement reached last week on the details of the 2011 referendum.

After 12 months of heated negotiations on referendum law, Ali Osman Taha and Dr Riek Machar last Thursday reached a breakthrough deal accordingly the South can secede with a simple majority but this requires a voter turnout of two-thirds.

The co-chairs of the Joint Political Executive Committee during talks they held Tuesday in Khartoum finalized other parts in the agreement but it should be endorsed by the leadership of the two peace signatories.

Machar is flying back to Juba on Wednesday morning for consultations with the SPLM leadership before the initialization of the agreement.

Once initialed by the two parties, the bill would then be presented to the national Constitutional Review Commission (CRC) before it goes to the national Council of Ministers and parliament for final endorsement by the current last session before the end of the year.

Up to last week the NCP and SPLM agreed that the referendum exercise would be organized during a period of three days from the 9th to 11th January 2011.

They have also agreed that the exercise of the referendum can be repeated within sixty (60) days in case the first exercise fails to attain the 2/3 voters turnout.

The agreement also included several other issues among which are the qualifications of voters and voting centers in addition to composition of the referendum commission.

Machar and Taha agreed on Tuesday night to start working on the Abyei referendum and Popular Consultations. At the same meeting, the two former foes discussed a proposal that would resolve the deadlock on census and election.

    The two questions needed to be answered are: where will the vote be counted after voting? How many people should count for 2/3 of the voters?

    It seems like the NCP has something in Place to hinder the voter turn out during the referendum,and will try to hinder it so we can go for other six months and by then, they would have planned another hinderance.

    Just be careful when planning the destiny for the southern Sudanese guys, Be extremely witful about this issues.

    my fellow southerners,

    I think it has become a concern to me and every other peace loving southerner here on the web to read a filthy and tribally charged commentary that are wittingly twisted to serve the interest of our main enemy. ya jamaa, when will we learn that we are creating destructions for ourselves? honestly speaking, I have been a full member of so many public forums and discussion boards of many nationalities and i have never found any of them to be so tribal as this! and most of all they are not intellectually any better than us! we may have a high illiteracy rate (76%) than them but that doesn’t substitute for good manners. so what are we missing here? why dont we forgive ourselves sometimes when the situation runs out of hand and avoid blaming this or that tribe for the cause of the problem? if i can borrow this lines from Lucky Dube: “THE CATS AND THE DOGS HAVE FORGIVEN EACH OTHER, WHAT IS WRONG WITH US?”. does criticising another tribe make you an hero to your community or are we just angry at the world because of the atrocities we went through?
    It is completely devastating and sad. I think behind everyone of us, there is at least one or two good people that may change our emotions for the better at some point. There is nothing wrong with writing a positive commentary even if you feel like a seller to your tribe, especially when you are pointing out the truth! Every single tribe in South Sudan have contributed directly or indirectly to bringing us up to where we are today, no question about that. Even if that contribution means giving food or cattle to our soldiers back in those tough days or helped our soldiers ferry across the rivers etc. that contribution too cannot be ignored or belittled by any of us here! We can’t convince them to acknowledge that they haven’t contributed anything, that’s pathetic! When was the time that you convinced a fool that he/she is nothing but a fool and they agreed? Never!
    if our problems here on the World Wide Web are things to do with lack of digesting a news media articles that are too biased, why don’t we direct our comments to the one who wrote that personally than generalising their community? lets learn to be constructive and judge our comments individually, not in general terms. Lets learnt to ignore those who divert the topic to something tribally fuelled that serve their personal interest. because they will feel belittled if they write on the discussion and nobody respond to them. Remember that they cannot brainwash anyone using those hatred comments. lets articulate our statement professionally and positively to save our unity as a south sudanese. you cannot be famous for intimidating others!

    Samuel Kur is confused but he does not know that he is.My dear brother Kur,it is good to call a spade a spade but not a big spoon.Is that how you are taught by your parents;then I am sorry indeed?What is your problem with some of the writers in Southern Sudan?

    If you have nothing to say you better keep mum instead of barking at people.Do you want to play a joke on Dinkas’name by calling yourself Kur?What I know so far you are not a Dinka.Bear in mind that I am ready with words of most destruction.

    We are to be cautious, otherwise they ( Arabs) make it simple with hidden strategy unknown to us Southerners, let those who were charged with the job be careful in analyzing every detail whether written or verbal details therein.
    Lets us try to read the Hearths (thoughts) of Arabs this Time, otherwise it will turn like the one of Anya-nya 1 and Joseph Lagu was responsible for that Mistake. This Time if the story repeated itself then Dr. Machar is accountable.

    I wants to advice you as country men and women. if we are all recommend on south sudan development, our country will never miss interlcetual people but alway our issues on abusing our leaders and ourselves that will never develops south. why do we base on our tribes what is wrong the tribe. does it means your great when your Dinkas, Nuer,Acholi or Equatoria. this is describe only where you were born. Its great pitty if our comment are insuttation. What is wrong with Dr Riek? What I condemn is SPLM/SPLA that never bring what is people of South Sudan needs. our fathers, mothers, bothers, sisters and children die during the war and SPLM is corrupt all money for development are in Individual bank. I wish we can dismolist this packet SPLM. Because all fight for freedom and all our leaders are blind. Will country with nobody direct people success? Iam Afraid guys.

    There is burning jealousy about Dr. Riek Machar’s achievement on referendum law among Dinka senior leaders including Salva Kiir. They are worried that the people of South Sudan will appreciate Dr. Machar for reaching a breakthrough. They don’t want him to get the credit. What they don’t know is that the people of Sudan in particular and those in the world in general have already known that Dr. Machar did the negotiations. But can the referendum law be delayed from signing simply because of jealousy. These jealous leaders have lost their minds.

    Much of the fighting in the civil war has been executed by the Dinka, it was our blood which re-captured 90% of South Sudan, and our signatures brought the CPA; we extended the war to the Nuba Mountains, southern Blue Nile, Ignessa Hills and eastern Sudan.

    From William Abdulla Chuol, to Paulino Matip, and more recently to Riek Machar- the north has always financed and armed other tribes against the Dinka. Why do you think that is?

    You talk about killing women and children, but when men returned, you ran the like the cowards you are; Garang’s SPLA (Dinka men) returned and you ran from Kongor, the counterattacks devastated Yuai, Waat and Ayod. Riek returned to the movement on his knees, when the victories of the Dinka constituted SPLA could no longer be ignored.

    Do you recall (in 1999) when 80, 000 Nuer civilians were forcibaly removed from the oil-fields by Paulino Matip Nhial, in which they fled to Bahr el Ghazel? Do you remember that? Do you remember the humanity the Dinka displayed?

    Do you remember the weapons that Omar Al Bashir gave to Riek Machar? The man did not fight Bashir, Riek was Bashir’s little slave.
