South Sudan asks to restore security to allow smooth voter registration

November 13, 2009 (MALAKAL) — The Government of Southern Sudan condemned in a statement issued today repetition of tribal clashes in Jonglei urging local authorities to immediately restore law and order to prevent hindrance to voter registration process there.

Security forces in collaboration with local chiefs ought to work together to identify causes and individuals instigating this clash for immediate settlement so voter register process is not interfered with retaliatory attacks, said minister Paul Mayom Akech who speaks on behave of the semi-autonomous government as official spokesperson,.

“Yes, the elements of instability know very well that voter registration is almost finishing with no record of tribal clash hence hurriedly started to reignite tensions and tribal fights in the region,” he said.

The minister accused “certain elements” of attempting to disrupt southern concentration on engagement without proper justifications; adding Juba government “will not accept people trying to sabotage both voter registration and election.”

Fighting between rival ethnic groups in south Sudan normally caused by cattle rustling and disputes over natural resources as well as retaliation for previous attacks. However, the southern Sudan authorities showed concern following the sharp increase in attacks and reemergence of weapons after a disarmament process engaged since 2006.

The recent clashes which broke out at seven o’clock in the morning on Wednesday between Shilluk from Upper Nile and Dinka who are at Jonglei States territorial borders caught both State governments by surprise as there had never been tribal fight between Padang Dinka in Jonglei and Shilluk in Upper Nile State.

Group of armed men reportedly identified as members of Shilluk tribe from Upper Nile State attacked a Dinka village of Pigi county in the extreme east of Malakal town on Wednesday on the other side of Jonglei.

The attackers killed a teacher with two policemen and wounded two other members of Southern Army forces, said the SPLA in the area.

Eight from attackers reportedly identified by the tribal marks on their heads as members of Shilluk tribe got killed while two other Dinka gunmen in the same village were also killed late in the evening of Wednesday in an ambush.

    This is how the government prove its low IQ, how do you ask people to maintain peace if you know how crazy they are. troops must be deployed in the hostile areas in order to show the poor creatures how to maintain security, it is not just words, we need action that prove reality.     The Canal Area has been known as “Wig Pigi” in Shilluk language; meaning the meeting and mixing place of waters of the White Nile and Sobat River where it looks like a “whirling point – Pigi”. This area has been one of the major fishing points for the Shilluk before the Dinka of Padang in Jonglei state came to discover what a river is and how delicious the fish that are caught there are. Part of what ignited the fight that took place on Wednesday in Canal area (Pigi) was the brutal abuse of a Shilluk fisherman by some Dinka elements in police uniform stationed in a post there. They stopped his boat and tried to take his fish by force without pay. When he protested, they shot him dead at the spot. This evil action sent a sad signal to the Shilluk people in the area.

    Yes! Mr. SPLA biased spokesman, know it from today that the Shilluk people are set to fight and die for their ancestral lands. They are not doing this in hiding but in the open so that it is known worldwide that some wrong Dinka group with the backing from tribalists in the GoSS and SPLA (like yourself and others) have occupied unjustly the Shilluk land of Pigi. Where was your big-mouth when some Dinka attacked Anakdiar last month and three who got killed from the side of attackers were identified with Dinka marks on their faces, and were using AKs-47 from SPLA and GoSS police? Their bodies were brought to Malakal town and buried shamelessly there in the cemetery. Please don’t be bias. Know that you are not SPLA spokesman for Dinka tribe!!!!

    Let the Padang Dinka in Jonglei state and their mentors in the GoSS get it pretty well into their dull and senseless heads that the Shilluk people will do whatever they can to defend their land from shameless occupiers. The Shilluk liberators shall never inform the occupants of the Kingdom territory for any eventuality as long as the Dinka don’t pack and go back to their original villages!!!! The Shilluk people may even use tanks and other heavy defense weapons for this noble cause as long as the Dinka elements who have occupied that precious part of Shilluk kingdom don’t go back to their areas in the forests where they use to live in the past without borders problem with the Shilluk fishermen!!!

    Dear All,
    Voter registeration means start of the election process. Election outcome means representative government that is accountable to its people and may be replaced if it fails to meet peoples aspirations when the next elections is held. Well this is ABC of democracy known to all.
    The problem is when you have people with power bigger than their actual size, who committed evil deeds, failed miserably to convince the voters of their programs, couldnot transform their totalitarian or gurrila war mentality or …………

    In a scenario like this one delaying, paralyzing or prevting the civilized act of election is nothing but the natural course of action.
    The question remains when people in the south and north would wake up and look beyond narrow interests of the greedy politicians and make their own choice that protect their future
