Central Equatoria State governor warns against abuse of labor force
January 25, 2010 (KHARTOUM) — The Governor of Central Equatoria State, Clement Wani Konga, said that he would not tolerate companies or nongovernmental organizations taking advantage of the availability of sufficient labor force to disregard relevant labor laws and abuse workers’ rights.
“I have observed with concern the tendency by some employers to engage in malpractices that undermine its efforts to promote job security,” he said adding such practices like casual labor with little payment and laying off workers as a first option in cost reduction, shall not be tolerated.
Konga said economic recovery and diversification of a war affected region like South Sudan can only be realized if workers’ rights are respected and job security enhanced because the two elements are essential in ensuring high productivity.
He said the economical challenges facing the regional administration including his own should not be used as a pretext to weaken workers’ rights.
“It should serve as an opportunity to assess and extend full respect and effective implementation of the internationally recognized Labor incentives on fundamental principles and rights at work,” he said.
He said workers’ rights include those to occupational safety and health, the right to be heard before dismissal, right to belong to a trade union of one’s choice and the right to collective bargaining.
He further to add his Government is committed to promoting decent work and that together with its social partners, it has, since formed, been battling policy encouraging employment qualified staff as a way of enhancing safe, secure, healthy and sustainable employment for citizens of Central Equatoria State.
On good governance, democracy and economic growth, he said as the region moves into recovery plans, the need for good governance cannot be over emphasized.
He said ensuring good governance is not Government’s responsibility alone as workers and employers have a role to play too.
Workers should all pursue the highest standards of governance built on the tenets of integrity, fairness, transparency, accountability and commitment to values to ensure efficient and ethical conduct of business for meeting our commitment to all stakeholders, he said.

I like the way We Southerners are always ahead of things without the full concentration on our enemy( Khartoum govt). Anyway, thanks mr governor, labor abuse is not acceptable,but i doubt whether we have more industeries/companies.

Since 2005, by this time they should bring more companies for citizen to work in….I wish in this election they should be vote off…I mean all of them.

You are the most: Useless, Primitive, Brainless, Stupid, Corrupted and Tribalistic governor in south Sudan than even Taban Deng of unity state. Recently; you downsized 9000 government employees all over Central Equatorial State including newly appointed graduates for the reason of budgeting.
Central Equatorial State indeed, is the richest state in terms of revenue collections. Starting from Kaya at the boarder, Juba check point on Yei road, Juba bridge check point along Juba – Nemule road, western check point along Juba – Meridi road, Airport, Local Markets, State Traffic Police collections, collections from Lands Department, State Police sections collections, etc…
How much money is being remitted to State Revenue Authority per day? And where does this money goes to? Why did you lied off the workers if now you are taking of workers rights, trade unions, companies, abuses, etc…. Do you think that we don’t know the reason why you dismissed and dismantle the former trade union office staffs?….. simply because by were by then advocating for the so-called Employee rights of which you are now lamenting.
Is it because of the elections making you to sound reasoning, open minded and face changing person? Do you think that people will easily be deceived by your Silva tongue? Better keep quite and think of your future defeat in the elections. You and your Mundari tribe components of State Minister of Finance plus your Director General at the Ministry of Finance whom you just moved to State Revenue Authority will be much and most accountable for the suffering of the State civil servants whom were not been paid salary for even up to 4th and 5th months.
One day, you and your primitive boss who is behind this dirty games of yours will come to an end and both of you will regrets for that.
Shame on you Mr. Governor for betraying your people, the unity and the long strong relations. May you go to hell with the money of Central Equatoria State, and may your generations be cursed too so that they will know the consequences of their father games. May God hear the cry of suffering government civil servants and of those lied off and not been paid.
