S. Sudan: Why the regional cooperatio?n undersecre?tary was axed

April 11, 2011 (JUBA) – The decision made by South Sudan’s president, Salva Kiir, to relieve Salwa Gabriel Berberi, formerly undersecretary in the regional cooperation ministry, of her duties stemmed from an alleged conflict between the latter and two senior ministers in the southern government, Sudan Tribune has learned.

The undersecretary in South Sudan’s regional cooperation ministry has been removed and immediately replaced, in an impromptu through a presidential decree issued on Saturday 9 April and immediately replaced by Majok Guandong, Sudan’s former ambassador to Kenya.

Guandong’s new appointment came as a surprise given that he had recently been appointed along with 15 other Southerners as ambassadors to undisclosed foreign countries.

Now fresh details have begun emerging on why Kiir decided to crack the whip, with just months to the long-awaited South Sudan independence declaration. Creation of the new nation follows a successful January referendum, during which the population overwhelming chose separation.

An official from the government-initiated referendum taskforce told Sudan Tribune that the ex-regional cooperation undersecretary was axed over her alleged lack of cooperation with two ministers appointed to oversee the technical working group improving South Sudan international relations. The group is headed by Deng Alor, South Sudan’s regional cooperation minister.

“She [the former undersecretary] did not want to cooperate with the ministers on this technical working group. There was serious conflict of interest between her and these ministers. This matter had to be reported to the president since the team was not making any progress in their work,” said the official, who preferred anonymity.

Divided into sub-committees, these technical working groups have been tasked with handling various issues, including international relations, rule of law, governance, the economy and service delivery. Diplomacy, aid, foreign relations, statehood, citizenship, infrastructure, human resource management, finance and economy are some of the key themes tackled by Berberi’s group.
By assuming a new role as national expert in the president’s office, analysts say,
Berberi will function more like a minister without portfolio.

In a related development, the recent controversy that gagged the regional cooperation ministry over the fate of money released by the referendum taskforce to the eight countries that coordinated the referendum may have cost Berberi her powerful job.

According to the referendum taskforce, each of the western countries (Australia, US, UK and Canada) were allocated US$300,000 while the African nations (Uganda, Kenya, Egypt and Ethiopia) each got US$200,000.

“We got information that about US$80,000 was deducted from the money allocated for each of these countries. Up to now, officials from the regional cooperation ministry have failed to explain these irregularities,” the official continued.

He added, “I think the president should make these officials accountable for public funds. This is ridiculous and these corrupt officials need to be exposed at all costs in public interest.”

    Firing a corrupt civil servant is not the best solution to help this government but making them accountable will help it stand. The woman should be investigated and all money pipes followed and then prosecuted if found guilty then relieved permanently from her job. Mere dismissing her is not good for RoSS because she will use that money she may have stolen and go booting. This is why since 2005, many civil servants worked away with millions of dollers and then later reapointed to serve without bringing them before courts. President Kiir needs to understand how to govern by enrolling in one of the international universities so that he studies online how to govern because i see him misssing points in may areas of governace.     I personally think the decision to relieve this officer is unequivocally appropriate, given the fact that she is quite subversive and failure to the ministry. Indeed, two reasons surrounding her dismissal qualified to terminate her job, though the move did not prioritise investigation into what brought conflict of interest and the loss of $80,000 which was part of money allocated for SSR in abroad. Approach like this to the situation of this nature is always deeds of good leadership. It works in the store of politics as a deterrent to any dishonest government’s employee. I reckon Mayar-dit will careless for corrupters after July 9, 2011, and this uncompromised gesture will also include rebels of the region after the declaration of our new nation on earth.

    Wow i don’t have any worgs to discribe some nuer attitude toword southernes every year. rebellion every time is it what nuer poeple where bron to be?

    If you can look arround the Goss today. you can find all the higher executive member are from nuer in every department but still camplaining about corruption since they are the very people who are committing crime every day life. event they can rebelled against God in their uncivilize communities, may God help nuer from delusion because they don’t learn from the past mistake they made.

    I don’t understand what is wrong with all Nuer communities in Southern Sudan? Don’t they have rational realities between right and wrong? How do they think in their hearts? In reality, Nuer community will become a useless community in Southern Sudan in the future coming. Every Time when people come together, Nuer diverted in their own way claiming that they are mistreated, but because of their shallow mind and thinking they have, that is why people don’t matches with them at all. Nuer is good only when he is given a food to distribute. That is it.

    I am sure that Peter Gatdet Yak will relinquish himself to the SPLM/SPLA like Saddam Hussein who was been captured in the hole. Now, it is good that Nuer people will not denied that the majorities of the people who are now sponsoring the rebel movement in Southern Sudan are them. Nuer hearts are useless forever. I have never seen people who don’t think in their minds like Nuer. It is a shame. Both Nuer Generals in the SPLM/SPLA including feign Dr.Riek Machar are all just there to increase the number of the SPLM members. Not just to be there to liberate their own people likes they way Dinka people devoted themselves to died for the betterment of the wicked people such as Nuer people as an example. Nuer people are always against Dinka people, but if Dinka handed this power to them now, then one of a Nuer man can born Mohamed whether he wants or not. Because of Dinka people, that is why now there is chance for other people to survive.

    Peter Gatdet is trying to copy what Paulino Matiip Nhial had done in Juba when he signed “Juba Declaration” with the SPLM” If not, then What is Mayom Declaration.”? What I knows about Mayom Factions which Peter Gatdet means on the other hand, is the declaration of looting cattle from different communities in Southern Sudan. It has nothing to do with the SPLM. So, that is why Mayom Declaration/Faction is ignored by the SPLM to be signed because it is an agent that was formed by Nuer-Bull of Mayom County for looting and seizing cows from their neighbours such as Ruweng of Biemnom,Bor Dinka Twic of Bhar-el-ghazal, Tonj, Agar, Panaruu any many more like what my brother Agustino Deng said yeasterday,

    Yea,you are right abit Maumau those corrupted officials should be brought to book for their wrong doing to face justice before the final decision of sacking her/his gov,t fortpolio not to be reappointed even if she/he found guility but straight away to his village with his/her shame.

    To those who diverted sensitive issues on tribal bases please this was done for the betterment this nation. So we urges our President not to give those corrupted undersecretaries or Directors a chance of misusing public fund for their affairs.

    I don’t think the reason for relieving the former undersecretary from her job was because of her corruption cases rather it is their personal relationship with Deng Alor in relation to the ministry affairs,otherwise if it was referendum task-force problem she should have been removed from task-force and still remain undersecretary.There should be good initiative to fight corruption in south sudan other then the way Kiir did because we know when the corruption and what ‘measures’ have been taken.so there is more questions behind it in relation to her Boss in the ministry !!

    Kiir is very good in filling “Old Wine In New Bottles” Recycliing of leaders in GoSS is the order of the day ! As long as you are within Kiir’s ” Political album “, you stand a high chance of being removed from one position and highly placed somewhere despite being most corrupt !
    As for the poor, they only get sucked and thrown to the gutters ! Did Kiir really bother to ask this woman to account for the misapproprited funds ?
    It is so funny though ! Our leaders at the helm are round pegs in squared holes !

Madam Salwa Gabriel Berberi is from Dinka (Bor), wife of Bona malwal Madut & Majok Goundong is from Nuer (Nasir) for your information. Equatoria has no association to the two in question what so ever.

    The lady deserves to be removed from her post regardless of being Dinka or whichever tribe. Her removal has nothing to do with Nuer or Dinka but on corruption charge/charges. So it is not always good to deviate from the facts and talk nonsense moreover along the tribal lines, it looks bad. We nation shall we build as the future leaders? We better stop this mentality and continue with constructive comments.

    Good people like Madam Salwa who want to take the GOSS to promised land and end the immanent corruption in GOSS can not survive under the corrupt ministers like Deng Alor Kuol and Dr. Cirino hiteng Ofuho. They can not mess when she is there, she knows how to controll things without letting in corruption. The best for them is to remove her to open away for them to do whatever the want with no accountability. God save South Sudan resources from Deng Alor and Dr. Cirino hiteng Ofuho.

Don’t be insulting the president as a small kid, democracy means, having right to do a right thing at the right time. This advice is for your own good, learn how to talk to your government, or you mess your self up.

    To H.E PRESIDENT, THE HERO.
    I am very please for that wise decision and if you can still do the same in all the ministries and commissions, by posting director generals and undersecretaries to differing ministries, will help in that workplaces become new and hence take them time to get on tract.
    Director Generals and Undersecretaries are the problem and prime source of failure to our existing Government systems.

    Ministers do not handle money and have always been the innocent victims of undersecretaries and D/G practices.

    in the first place allow me to congratulate his excellency president Kiir for showing to the world that,good governance, rule of law, accountability and transparency is the main agenda in the GOSS current regime led by him the president.

    however, i would say, the decree to appoint Majok Guadong, on my own personal view and experience will not yeald any fruits at all, otherwise it just if president Kiir is playing with the same coin but of different side, as similar as peas, the Berber and Majok are almost of the same kind or type of person-if you can agreed with me that, birds of same feather move together than put it exactly same.

    nevertheless, the big man (president KIIR) decree the Majok as the undersecretary of technical ministry, what we only need from Majok is to this time have some mercy and cooperation as the ministry name suggest, let him leave Kenyan greedy mentality of wealth that he develop when he was in an ambassodar.

    We’ve been experiencing the problem of corruption since then. Now as the new nation and the new government have emerged, there need to be a great vigilnace so that the culprits are brought to justice in time.

    I urge the government of S. Sudan to pay attention and zero tolerance to such chaotic and destructive characters. This new nation needs new strong laws that can make every body not above them. Many of them have taken an advantage of being in the power to embezzle the publlic funds.

    My mammoth thanks goes to Mr. Mayardit for relieving the corrupted lady and bring in along term and good person like Former Ambassador to Kenya Mr. Majok Guandong who is 100% fit to that position and even beyond.

    Go on and relieves some other guys in the ministeries to cool down the walking corruption.

    Should you do that the whole South Sudan will begin to restart itself.

    mr. actiongatkuoth, if you talked about poor dinkas, you have not comment anything about fired undersecretary, and if you talked about poor dinkas, i can;t personally agree with you because you have never ever visited dinkas’ places like Lakes, Warap and many more to see the sample of the land we are living in, compare to swampy area were you people live. that is what can determine whether people are poor or not.

    coming to firing of undersecretary, my comment is yes but there is little bit blame on this president although my tribeman. he fired people and return them to power based on some people’s directives and i should therefore advise my fellow commentators to direct their comments on prisdent drivers. what i mean is not vehicle drivers but those who advises him. please always give good direction to president not controversial one so that the nation may grow well
