Unity State: Yirol raiders steel thousands of cattle, 3 killed – Payinjiar commisioner

July 4, 2011 (BENTIU) – Bandits stole over 7,000 cows on in Unity State Sunday according to Peter Gai Joak the County commissioner of Payinjiar.

The commisioner told Sudan Tribune on Monday that the raiders came from the neighboring Yirol County of Lake State that borders iPayinjiar to the south.

He added that about three people were killed and other nine seriously wounded when a heavily armed and organised cattle raiders fired at cattle owners at cattle camp nine in Puomlual

Joak has contacted the Lakes State governor Chol Tong Mayay to request that his security advisor acts quickly to return the cattle to their owners as soon as possible.

The commissioner is appealed to both states and the government of South Sudan to find amicable solutions to bring an end the cattle raiding as it was destabilising as it approaches independence on July 9.

Joak clearly stated that, “we need peace” in order to build the what will be soon be the new Republic of South Sudan. He added that there are some leaders that influence their tribes to attack other tribes encourgaing them to take property from them.

However, that such practices must change in order for South Sudan to have peace, freedom and prosperity in order to become a new nation.

South Sudan is due to celebrate it official independence on Saturday July 9, after the region overwhelmingly voted to secede from the North in a referendum agreed as part of a 2005 peace deal.

Over two million died in Sudan’s North-South civil war and the region is still full of small arms despite intermitent disarmament campaigns.

    To the Government of South Sudan which is nearly to be known as the Government of the Republic of South Sudan on the 9th July 2011:

    Based on the facts that the cattle raiding shall still remain a bad practice among Nuer, Dinka, Murle, Mundari and Taposa i would like to bring to your attention that you need to established what will be called Inter State Border cattle-keepers Barrier Agency to eliminate this practice.

    I Will also remaind you that, this practice of cattle raiding shall pull down rapid development of those States whose livelihood rest on cattle and cultivation.

    Lakes State have been experiencing cattle raiding from Nuer cattle raiders and thousands of cattle were stolen from Yirol West, Rumbek North and Rumbek Centre and yet the engineer Governor with bare and dump head did not report or complian in the media.

    The cattle that were stolen from Lakes State and those killed by nuer had not been given any attention. Instead, Chol Tong Mayay offer an employment to State Journalist and that is why many bad things happening in Lakes are no longer reported. This is justified by the fact that Mayang Mayom had left his career of being an independent journalist and accepted to be the Director for Information and broadcasting under the State Government. This employment offer had spoiled the future of Mr. Manyang Mayom.

    Should the Government consider the complain of Mr. Peter Gai the Commissioner of Panyjar County then it should also consider all cases of cattle raiding in all corners were cattle raiding is a practice.

    This is a serious matter which need all States officials and Chief to come together and abandon the practice. They will be left behind by non cattle keepers in terms of polical, economic and infratsructure development.

    Already there are signs of differnce in development coming up. Equatoria is getting faster development while those states especially the cattle owned States who contributed 90 % of their lives to liberation are now left with a practice that is unacceptable.

    It is a practice of their own and no one willl say that it an arab or white or any other tribes in South Sudan idealogy. They should leave this practice and aims at positive processes of acquiring wealth.

    Many people killed beacause of cows,is cattle life better than human lives,we have lost many innocences people because of cows,,Neur can not do that in their states,may be dinka want to confused Neur.

    I wish Southern Sudanese must stop raiding on cattle throughout and show peacefull as one nation,on the other hand also I blame the Bentiu communities because they were started first when they attacked on Apuk Giir Thiih community later when the Warrap authority ask governor then, he denies that, there was no any Bentiu communities went and there was a proof of Cows goes to Mayom community.

    The only way to stop this unrest raiding on cattles and other sviolence is not to take side but bring the solution to an end it. In the end of May this year, very big surprsied attacked on another Apuk Kuol Ayiaa and it was coordinating beteen Gadat groups and Bentiu communities but when ask Bentiu authorities, they deny and we all knew Nuer never tell the truth and have no any friend around in Southern Sudan.

    In the beginning of June this year, the groups of Gadat Yaka and Bentiu communities together went to Twic of Warrap with big arms trying to capture Truale county QH and before when Twic went for revenging on those who came to attacked them with Apuk Giir Thiik community and the Bentiu governor Taban Deng Gai made call on the Warrap authorities in pretending saying Gadat groups have made a raiding on Mayom community and SPLA went to attacked Warrap community very very big confusion instead, telling Warrap authorities the true so that, the SPLA will know they are not rebels but civilians and the SPLA should not interference to civilian conflicts.

    I think the communities leaders in Nuers particular, must talks to their young cattles because they are theone who started first although some Dinka community take revenge, the law always indicted the first person who starting fighting. On the Dinka side if one person tell them not to do something bad the rest of the community will obye because Dinkas always like to have peace with any body but if they see that person is so redical then, they will not give a damn and I think Bentiu communities leaders need to blame on their young.

    Is there any solution to be done about this unrest raiding on the cattles Cows.? Yes, politically and economically, there are many ways to stop this problem however, if the Top leaders in GOSS doing nothing in term of law must be prepare and resposibility must be given to commissioners if the communities leaders did nothing.

    Who will do this to stop violent in Southern Sudan especially, between Nuer and Dinka as well as Murle.? I think every side from those officials in GOSS must do something for example, Dr, Riek Machar Teny must lead his tribe before he will lead on Southern Sudanese people very simple because there is a proven said, you have to acknowledge yourself before you acknowledge on the others people and Dr, Riek can not lead Southern Sudanese people while his tribe have a lot trouble going on since the peace agreement was sign. On the side of Dinka, they need to do same thing stopping those who like to make raiding on cattle but in reality the Nuer don’t listen nor obying rule from the beginning unfortunately, this Southern Sudan nation is going to be too small if other tribe don’t accept peacefull.

    why are some tribes from lakes state provoking the situation before july 9 and then may cry out later when retaliation is effected? please dinka dominated spla/m, advise your tribesmen not to get armed heavily and steal cattle of other tribes across states.

    Dear readers,
    What commissioner of Payijiar county has said is a false statement. Because if we go back to history of cattle rustling, well the unlawful acts came from Nuers culture only and spreading to other cattle keepers. How many times has Nuers steal cows from Dinkas? A lots of times they go and take cows serveral cows from Dinkas for no reason why I said stealing is a Nuers culture it has become as a law to them for example, young boys are not allow to eat atlest they bring their own foods from where they from steal. Also taking large number heads of cattle without raised any complaint by Dinka’s Yirol community while non of those cows been returning back up to now, do they think these people have no the same feeling as they does? According to the hearsay more than ten cattle camps were raids from Dinka’s Yirol by Nuers theives/bandits/gang or Nuers as a whole. They are all thieves and were born thieves in their blood e.g the following are cattle camps being rustl in the past and recently. Wut-Rit, Billiu, Koolkuei, Jengabieng, Jurgai and Peilok
