South Sudan at ‘extremely high risk’ of acts of terrorism

August 3, 2011 (LONDON) – The new Terrorism Risk Index (TRI) ranks South Sudan as, internationally, the country fifth most at risk of acts of terrorism.

The index is published by Maplecroft, a British organisation which advises businesses on the risks involved in their investments.

South Sudan takes it place below Somalia (1), Pakistan (2), Iraq (3),Afghanistan (4) and above (5), Yemen (6), Palestinian Occupied Territories (7), DR Congo (8), Central African Republic (9), Columbia (10), Algeria (11), Thailand (12), Philippines (13), Russia (14), Sudan (15), Iran (16), Burundi (17), India (18), Nigeria (19) and Israel (20).

The index factors in terrorist activities within the last 12 months, as well as the state’s historical propensity to terrorism.

Maplecroft states, “The country is rated as ‘extreme risk’ primarily due to the intensity of terrorist attacks, with an average of 6.59 fatalities per terrorist incident, almost three times that of Somalia at 2.23.”

This is the first time South Sudan has made it onto the list as it achieved statehood only this year.

It cites the Lord’s Resistance Army (LRA) and rebel factions of the Sudan People’s Liberation Army as guilty of terrorism.

The LRA of north Uganda have been terrorising South Sudan, the Democratic Republic of Congo and the Central African Republic since the 1990s. They are infamous for the violence of their attacks upon civilians, which involve, rape, mutilation, abduction and murder. They are particularly active in Western Equatoria state.

George Athor’s rebel, South Sudan Democratic Movement, has been responsible for hundreds of deaths, particularly in Jonglei and Upper Nile states.

Lam Akol’s Sudan People’s Liberation Movement – Democratic Change is alleged to have close ties with militias operating mainly in Lake’s and Upper Nile states.

One of the rebel movement with the most blood on its hands was the South Sudan Liberation Army, which operated mainly in Unity state, but is reported to have committed to a ceasefire on Wednesday. The SSLA were predominantly from the Nuer ethnic group, fighting against what they saw as the hegemony of the Dinka.

The Mapelcroft report concedes that although the number of deaths per attack is high, the number of overall deaths is relatively low.

Security is a key concern for the future of South Sudan. Without it, all systems of the state are impeded and investors will be reticent to commit to what would otherwise be, in mind of the resources available, a good bet.

    This is a bad signal to the investors who are hoping to come and invest in South Sudan, but those are facts that can not be denied at all and it needs great attention.

    In another development, if the cease fire that the SSLA declared is true and valid then Gen Gadet might have taken a right decision in the right direction.

    These are some of the issues Dr. Riek Machar was to consider first before lying to South Sudanese this year that the country will attract US dollar 500 billions of direct foreign investment in five years.

    Unless South Sudan government addresses all factors that discourage foreign direct investments such as insecurity, the country will not even address more than 5 billion US dollars foreign direct investments in a year.

    This is good news for the new Republic of South Sudan, bringing such fundamental issue before government should be welcomed and then established the best security system to avert the future terrorism. This notion to say no, no, and no, we do not want to hear what that researcher is saying about the new state is far more dangerous position. Yes, of course, we have to know that so that our government will be prepared to response if any.

    If our own brothers are still relating themselves to our enemy in the north sudan? than we are in a very big and bad stituation.

    It is also good that if our brother peter gatat yak comes to his sense and want peace with his people than i think that is going to be a good sign of achieving peace and stability in the new country.

    People need to came togather in oreder to challenge the words that said Southerense will not govern themselves.

    We must do somethings to make a good country were citizens are equal in everythings.

    Peace is batter than everthings because peace can bring love and love can bring togetherness,

    Please do not secaring the people who are now willing to come to investing with South Sudan.

    The South Sudan have many problems but there is no different from the time of SPLA/SPLM and the movement manage to campaigns with the Khartoum government.

    I would only agree the Khartoum government is the most threatening South Sudan freedom and they are the most sponsor of all different types groups of rebels and also the terrorism against all Black African whether they are Christians nor believes same Islamic such as Darfur and many others tribes in the Sudan.

    Those rebels in fact, they can be attached to terrorist because they are murdering civilians in Southern Sudan. The news on South Sudan is that, there is no extremely radical Islam like those Middle East nations and I think South Sudan will soon be peaceful nation when everyone get education. A lots of these on the Southern Sudan are very poorly having nothing in their minds but looting civilians and holding 47K that is all what they all knew. Some of them are demanding leadership and did not even finishing Elementary school.

    I wish SPLM/ROSS in GOSS must tell this guys Toby Collin face to face not to sceares business people and he should never brought up this comparison with the Middle East nations in the first place. Southerners Sudanese knows very well how to deal with these extermely for many years. The societies are none Arabs practics cultures and I strongly belief there is nothing whatsoever will affect the relationship of South Sudan with many countries in the world.

    It is true we have a weak security in place. A lot of foreigners in our country who bribe our security organs to smuggle weapons, drugs into RSS through the different ports, even the Juba airport. This implies anyone with bad intention can target people in South Sudan. It is time to be vigilant and guard against those with evil vices.
