Nairobi Declaration between (SSLM/A) and (SPLM/A) INTEGRATION
SOUTH SUDAN LIBERATION MOVEMENT (SSLM/A)
The philosophy of SSLM/A has been to resolve conflicts through collective
leadership decision. The leadership authority of SSLM does not share the
unilateral decision taken by some members to integrate SSLM/A to SPLA/M as
stated earlier, on our press release dated 9th February 2005. Such an
action can not promote the unity of SSLM and the unity of the Southern
people in particular. The unity of the South is inevitable, but it requires
a genuine dialogue among Southerners. The SSLM have some success in this
approach.
The SSLM have signed a political charter with the Sudan Government in July
2002 which brought about some understanding and to work as partners. We are
aware that there have been some shortcomings on the implementation of the
charter; however; the SSLM must sit down with the GoS to address those
matters. We do always consult with other southern political and military
groups with which we have links.
In May 2003 the leaderships of the South Sudan Liberation Movement/Army
(SSLM/A), Sudan People Liberation Movement/Army (SPLM/A?united) and the
Joint Chief of Staff of South Sudan Defense Force (SSDF), signed a peace
agreement that united all ranks of military groups under one command of the
South Sudan Defense Force (SSDF).
The SSLM/A together with other political, military and civil society groups
pressed on for inclusiveness in the IGAD peace process. Also the South
Sudan Democratic forum, in which the SSLM is a member, pressed on for
South-to-South dialogue in order to resolve the Southern political and
military conflicts with the aim to reconcile and define a political future
of the South.
The SSLM has been talking with the GoS and we will continue to do so within
the framework of the agreement. Those SSLM/A members, who want to integrate
the SSLM forces into SPLA have not consulted nor discussed with the
leadership authority of the Movement, but made a unilateral decision. We
wish to bring this to the attention of Sudanese community and the
international bodies so as to clarify confusion of this nature. We respect
those who have joined the SPLA/M although we do not agree with their
departure. We still hold firm to the charter and will continue to discuss
with the GoS the issues that have not been adequately managed during the
past year.
