Sudan’s Burhan, Egypt’s Sisi discuss post-war reconstruction, water security in Cairo

April 28, 2025 (KHARTOUM) – Sudan’s leader, General Abdel Fattah al-Burhan and Egyptian President Abdel Fattah al-Sisi held talks in Cairo on Monday, according to official statements from both countries. The talks focused on Sudan’s post-war reconstruction and water security.

Sisi received Burhan at Cairo International Airport before they went to the Ittihadiya Palace for an official reception, followed by closed-door and expanded talks involving delegations from both nations.

Sudan’s ruling Sovereign Council said in a statement that the talks covered bilateral relations and ways to support and enhance prospects for “joint cooperation in various fields”. Discussions also touched on “the possibility of Egypt contributing to the efforts of reconstructing and rehabilitating what was destroyed by the war in Sudan,” the council statement said.

The two sides agreed to continue working on joint projects including electricity interconnection, railways, and trade exchange, alongside cooperation in health, agriculture, industry, and mining to enhance integration, it added.

The statement noted that the talks covered the Sudanese army’s progress, particularly in retaking the Sudanese capital, Khartoum. Burhan and Sisi agreed on the “need to intensify efforts to provide the necessary support and assistance to Sudanese people residing in war zones.”

The leaders also exchanged views on regional issues, focusing on the Nile River basin and the Horn of Africa, and agreed to continue coordination “to preserve the water security of both nations,” the council statement said.

Attendees from the Sudanese side included Foreign Ministry Undersecretary Hussein Al-Amin, General Intelligence Service Director Ahmed Ibrahim Mufaddal, Intelligence Authority Director Mohammed Ali Sabir, and Sudan’s Ambassador to Egypt Imad Eddin Adawi.

Burhan described relations with Egypt as “strategic,” historical, and deep-rooted, according to the Sovereign Council. He praised Cairo’s support for Khartoum in international forums and for Sudanese state institutions.

Sisi reiterated Egypt’s “firm support” for Sudan’s stability and state institutions, backing the reconstruction process. He emphasized Cairo’s commitment to strengthening ties, expressing pride in the strong strategic relations between the two countries.

Egypt has supported Sudan’s government institutions during the ongoing conflict. Press reports have previously suggested the Sudanese army received weapons from Egypt, though neither side has officially confirmed this.

An Egyptian presidency spokesman, Mohamed El-Shenawy, said the expanded talks reviewed enhancing cooperation, reconstruction in Sudan, and joint projects.

Shenawy added that the discussions concluded on continuing joint work to protect water security, rejecting “unilateral measures in the Blue Nile basin,” and applying international law for mutual benefit in the Nile basin.

Sudan and Egypt have long objected to Ethiopia’s filling of the Grand Ethiopian Renaissance Dam (GERD) reservoir on the Blue Nile without a legally binding agreement on water management.
