May 6, 2025 (NAIROBI, Kenya) – Sudan’s “Tasis” coalition has approved a basic statute and is nearing the appointment of leaders for a parallel government after a week of meetings, two alliance sources said on Tuesday.

The Tasis alliance, formed in February, includes the paramilitary Rapid Support Forces (RSF), the Sudan People’s Liberation Movement-North (SPLM-N), various Darfur armed groups, community forces, and a faction of the National Umma Party led by Fadlallah Burma Nassir.

The alliance “has come close to naming the president, his deputy, and the prime minister,” one of the sources said.

The source attributed delays in these appointments to objections from the Revolutionary Front, an alliance of armed groups, over its power-sharing quota in the planned administration. Discussions were ongoing, the source added.

Under a recent power-sharing adjustment, the RSF’s stake was increased to 43% from 30%, while the SPLM-N was allocated 32%, the first source said. The remaining 25% is for other allies, including a Revolutionary Front faction led by Al-Hadi Idris.

A second source said the RSF was expected to take the posts of head of a sovereign council and prime minister, with the SPLM-N taking the deputy head of council position.

The second source added that the location of the planned government headquarters was still undecided but would likely be in the Darfur or Greater Kordofan regions.

The RSF controls most urban centres in Sudan’s western Darfur region, except for El Fasher, its historical capital, where fighting with the army has been ongoing since May 2024.

Earlier this week, the RSF captured Al-Nuhud and Al-Khuwayyi towns in West Kordofan state as it seeks to expand its territory. The SPLM-N controls several areas in the Nuba Mountains of South Kordofan state.
