September 10, 2025 (KHARTOUM) – Sudan’s military leader Abdel Fattah al-Burhan on Wednesday replaced the country’s police chief and his deputy, the second major shake-up of the force since the war began and part of a wider overhaul of the security command.

The move follows a recent reshuffle of the army’s high command and comes as authorities prepare for the police to take over security in the capital, Khartoum, from October.

A police statement said First Lieutenant General Khaled Hassan Mohi al-Din was dismissed as director-general and replaced by Amir Abdel Moneim Fadl, who was promoted to the top rank. His deputy, Lieutenant General Mohamed Ibrahim Awadallah, was also replaced.

The new police chief, Fadl, had been serving as the police director for Khartoum state throughout the war.

The force faces significant challenges in the capital, where security and administrative buildings have been destroyed and looted, and armed gangs terrorize civilians.

A sovereign committee has decided to move all other armed formations outside the capital, leaving the police responsible for normalizing civilian life ahead of the planned return of state institutions next month.
