Sudan’s Burhan, Egypt’s Sisi discuss peace roadmap in Cairo
October 15, 2025 (CAIRO) – The head of Sudan’s Sovereign Council, Abdel Fattah al-Burhan, met with Egyptian President Abdel Fattah al-Sisi in Cairo on Wednesday to push for a resolution to Sudan’s conflict ahead of a key meeting of the Quad group in Washington this month.
On September 12, the foreign ministers of the Quad group—the United States, Saudi Arabia, the United Arab Emirates, and Egypt—approved a roadmap to end the war, which includes an initial three-month humanitarian truce leading to a permanent ceasefire and a transitional process.
The Sudanese and Egyptian leaders hope the upcoming Quad meeting in Washington will yield “tangible results to achieve a cessation of the war and a settlement of the crisis,” the Egyptian presidency said in a statement.
During the talks, Sisi affirmed Egypt’s support for Sudan’s unity and sovereignty, rejecting any attempts to threaten its security, undermine its national cohesion, or form governing entities parallel to the legitimate Sudanese government, the statement added.
Burhan, for his part, expressed appreciation for Egypt’s ongoing support in efforts to restore security and stability in Sudan, the statement said.
In a separate statement, Sudanese Foreign Minister Mohi al-Din Salem said the talks also covered bilateral relations and regional issues. He said Sisi reiterated Egypt’s rejection of “any external interference in Sudan’s internal affairs” and called on the Sudanese to “unite their ranks.”
On September 14, Foreign Minister Salem stressed to a U.N. envoy that a government-proposed roadmap was the “main reference for moving forward.”
Earlier, on March 10, Sudan submitted a plan to the UN secretary general calling for the withdrawal of the paramilitary Rapid Support Forces (RSF) from all occupied cities. That plan stipulates that after an RSF gathering in cantonment sites, negotiations would follow on integrating the militia into the national army, forming a civilian government, and launching a UN-sponsored national dialogue.
Burhan concluded his visit on Wednesday evening; the Sovereign Council’s media said it came at the invitation of the Egyptian president.
