October 18, 2025 (MOSCOW) – Sudan has signed a memorandum of understanding with a Russian institute to develop technical standards and boost cooperation in its oil and gas sector, the energy ministry said on Friday.

The deal was signed during Russian Energy Week in Moscow, which ran from October 15-17 and was attended by Sudan’s ministers of energy and finance.

The agreement aims to implement international conformity standards for Sudan’s energy industry and will involve training for Sudanese engineers and technicians, the ministry said in a statement.

It was signed by Mohamed Awad Al-Khair, director of the Bashayer Pipeline Company (BAPCO), and Nikolai Kuznetsov, director of Russia’s Institute of Initiatives in Oil and Gas Technology.

The country’s ongoing war has severely damaged Sudan’s energy sector.

Energy Minister Al-Mutasim Ibrahim Ahmed told the forum that the government has a strategy to reconstruct the sector by restoring production in conflict zones, boosting power generation, and attracting international investment.

The plan also includes rehabilitating existing oil fields and making a balanced transition toward renewable energy, the minister added. The agreement comes one month after a joint Sudanese-Russian committee established a broader protocol for economic and commercial cooperation.
