Sudan prosecutor says displaced file 1,365 lawsuits against RSF

Public Prosecutor Intisar Abdel Aal speaks after visiting the Al-Affad IDP camp in Al-Dabbah on Nov 17, 2025

November 17, 2025 (AL-DABBAH) – Sudan’s Public Prosecutor Intisar Abdel Aal revealed on Monday that displaced persons from El Fasher currently sheltering in the Northern State have filed 1,365 lawsuits against the Rapid Support Forces (RSF).

Speaking during a visit to the Al-Affad camp for displaced people in Al-Dabbah, Abdel Aal said the cases involve allegations of killing, injury, rape, and looting, in addition to a new suit regarding the destruction of infrastructure.

She stated that a team from the Public Prosecution has begun investigations and is receiving reports at the camp. The team will remain onsite to document alleged violations and crimes committed by the paramilitary group.

Abdel Aal rejected the need for external assistance in investigating recent violations.

“Our institutions are capable of looking into and investigating any cases and punishing every outlaw so that no one escapes punishment,” she said.

The prosecutor’s comments follow a Nov. 14 decision by the U.N. Human Rights Council to form an international fact-finding mission to investigate crimes against civilians in El Fasher, the capital of North Darfur state. The Sudanese government immediately expressed reservations about the decision.

Sudan’s Minister of Justice stated on Sunday that the government would not allow the international fact-finding committee to enter the country.

Abdel Aal arrived in Dongola, the capital of the Northern State, on Sunday leading a team from the National Committee for Investigation of Crimes and Violations. The team is conducting investigations regarding those forcibly displaced from El Fasher to the Dongola and Al-Dabbah localities.

Thousands of residents fled El Fasher and surrounding towns to the Northern State after the RSF seized control of the city in late October.

According to Northern State authorities, the number of displaced persons from Darfur and Kordofan has reached approximately 100,000 in the state, with about 57,000 located in the Al-Dabbah locality alone.
