SLM leader urges Germany to press UAE to stop ‘aggression’

December 15, 2025 (BERLIN) – The chairman of the Sudan Liberation Movement (SLM), Minni Arko Minnawi, urged a German official on Monday to pressure the United Arab Emirates (UAE) to cease its support for the Rapid Support Forces (RSF), which he described as an act of “aggression” against Sudan.

Minnawi, who is also the Governor of the Darfur region and a key ally of the Sudanese Armed Forces (SAF), made the demand during a meeting in Berlin with Serap Güler, the German Minister of State to the Federal Foreign Office.

Minnawi stated in remarks released by his media office that the “comprehensive aggression launched by the UAE” targets Sudan’s “sovereignty, unity, and territorial integrity,” using the RSF militia and thousands of foreign mercenaries to occupy lands and loot resources.

He stressed that any humanitarian truce must prioritize the safe return of civilians, the resumption of normal life, and the guaranteed delivery of aid. He insisted that these goals would only be met if the RSF militia withdrew from cities, villages, and civilian infrastructure, assembled in specific areas, and if foreign mercenaries departed Sudan. He also called for the release of “hundreds of thousands” of abductees.

Minnawi warned that agreeing to a truce without these conditions would effectively lead to the division of Sudan, threatening its stability and handing over its resources to “a militia and mercenaries who only engage in killing, extermination, and looting.”

The Sudanese government has previously expressed a willingness to negotiate with the RSF, based on a roadmap it proposed last March. This roadmap requires the RSF to withdraw from all controlled cities and assemble its forces in camps in East and South Darfur states before negotiations on its future can proceed. The plan also calls for a UN-led international role to ensure the RSF stops receiving arms and to supervise the peace process.

Minnawi expressed appreciation for Germany’s humanitarian and diplomatic efforts toward peace and stability, but called for Berlin and the international community to exert “serious pressure” on the UAE to stop fueling the war, which he claims involves killing civilians, destroying infrastructure, and expanding the scope of destruction.

He affirmed that Sudan would reject any peace initiative or mechanism involving the UAE, arguing that an actor participating in igniting the war cannot be a credible mediator or facilitator for peace.

Minister Güler, for her part, conveyed Germany’s solidarity with the Sudanese people, particularly those in El Fasher facing “horrific crimes.” She noted that her visit to Sudan last October was part of Germany’s efforts to contribute to peace and stability.

The Minister also referenced recent European Union sanctions against RSF leaders, confirming her country’s understanding of Sudan’s perspective that stopping external military and political support for the militia is fundamental to achieving a “just and sustainable peace.”
