May 6, 2026 (KHARTOUM) – Sudan’s foreign ministry summoned United Nations officials on Wednesday to warn that any engagement with a newly formed humanitarian body by the paramilitary Rapid Support Forces (RSF) would be considered a violation of national sovereignty.

The ministry met with Denise Brown, the UN resident and humanitarian coordinator, as well as agency heads, to formally reject the “National Authority for Humanitarian Access” established by the RSF’s political arm in Nyala, South Darfur.

The government warned that organizations registering with the RSF body or signing technical agreements to operate in its territory would be supporting “parallel entities” to the legitimate state.

Sudanese officials said the RSF move contradicts a 2025 UN Security Council resolution that prohibited the creation of parallel governing structures, which the council warned would threaten the country’s unity.

The ministry reminded international agencies that humanitarian aid must be provided with the consent of the host country and in accordance with international principles of neutrality.

While the government pledged to continue facilitating aid delivery across Sudan, it stated it would not tolerate institutional dealings between international organizations and the RSF body.
