Senior commanders in Sudan’s RSF violated UN travel ban with Kenya visits, panel says

September 5, 2026 (NEW YORK) – Senior commanders in Sudan’s paramilitary Rapid Support Forces (RSF) breached United Nations sanctions by travelling to Kenya earlier this year, according to an unpublished report by U.N. experts seen by Sudan Tribune.

Abdel Rahim Hamdan Dagalo, the RSF’s deputy commander, and Algoney Hamdan Dagalo, the group’s procurement director, visited Kenya between Feb. 24 and May 30, the U.N. Panel of Experts on Sudan wrote.

Both men are brothers of RSF leader Mohamed Hamdan Dagalo, widely known as Hemedti, and are subject to U.N. travel bans and asset freezes under Resolution 1591, originally adopted in 2005 in response to the Darfur conflict.

The panel said it had received “credible information” regarding the visits and was investigating reports linking both designated individuals to assets in Kenya.

The panel recommended that the Security Council’s Sanctions Committee formally engage with Kenya’s permanent mission to the U.N. to seek clarification on the documented travel-ban violations by Abdel Rahim and Algoney, and to request details of the measures Nairobi has taken to enforce the restrictions.

The experts said they had previously written to Kenyan authorities to verify the information, but received no response.

Kenya’s foreign ministry did not immediately respond to a request for comment. The RSF could not immediately be reached for comment on Saturday.

In April, the U.N. sanctions committee accused Algoney Dagalo of sustaining the RSF’s war effort by managing weapons procurement and directing Tradive, a front company used to import vehicles and equipment for the paramilitary force.

Algoney holds both Sudanese and Kenyan passports, as well as an identity card issued by the United Arab Emirates, according to the sanctions committee.

The U.N. Security Council is scheduled to discuss the panel’s findings on Sept. 10.

Council members are also due to vote on renewing the broader Sudan sanctions regime before its mandate expires on Sept. 12. The mandate for the panel of experts runs through Oct. 12.
