Sudan parliament curbs payment of 105 lawmakers

By Manyang Mayom

November 24, 2009 (JUBA) — The Speaker of the National Assembly, Ahmed Ibrahim Al-Tahir has curtailed the salaries of 105 Members of the Parliament (MPs) with effect from Sunday 22nd November 2009 “said government official.

In a letter signed by the Acting Deputy Secretary for Parliamentary Committee, Taj-Deen Osman Ali, which was handed to the 105 lawmakers, said Osman stated that the order for the curtailment of allowance was based on the directives issued by the Speaker of the National Assembly, dated 20th November 2009.

The 105 MPs are mainly from the Sudan People’s Liberation Movement (SPLM), and other Southern Sudan political parties including the United Sudan African Party (USAP), Sudan African National Union (SANU), The United Democratic Front (UDF), and the United Democratic Salvation Front (UDSF) who served in Government of National Unity (GONU) based in Khartoum.

The SPLM boycotts the activities of the National Assembly since the second week of October, requesting a clear timetable to be discussed and vote the outstanding bills related to the democratic transition in this last parliamentary session before the elections slated for April next year.

Besides the Referendum Law, the proposed National Security Bill presented by the National Congress Party (NCP) was seen as a violation of the Comprehensive Peace Agreement (CPA) signed by two rival parties on 9th January 2005 between the NCP and the SPLM.
The SPLM and the opposition lawmakers want the removal of an article that empowered the Sudan National Intelligence Security Service (NISS) to arrest people and confiscate people’s property but NCP strongly objects the demand.

At a press conference yesterday, the Spokesperson for the SPLM parliamentary caucus Ammar Amoun Daldoum, described the step as “illegal” on the grounds that the parties boycotted parliament not without reason because certain bills were not tabled for deliberation. He accused Speaker Ahmed Ibrahim Al-Tahir of seeking to aggravate the differences between the parties to the CPA, adding the halt of entitlement would force them to lift the boycott.

He also added that the speaker had earlier suspended the salaries of 10 SPLM luminaries in the National Assembly few months ago; “this is an extension of the same decision”.

Hand picked parliament of dictators do not even understand the meaning of democracy. This is completely illegal for single man to run the parliament by making decisions that are politically motivated against a large body of members of parliament. this move reflects what we may see in the elections. When they see democracy coming, they become sick to their stomach, and now they want to destroy the parliament such that their evil laws are not changed. But we are not going to settle for less.
