Norwegian foreign minister reiterates support to CPA implementation
June 4, 2010 (JUBA) — The visiting Norwegian minister of Foreign Affairs, Jones Gahr Store, has reiterated his country’s readiness to support the two partners in the coming stage in the implementation of the Comprehensive Peace Agreement (CPA).
The Foreign minister met with the Vice President of the Government of Southern Sudan, Riek Machar Teny, on Thursday in Juba and discussed a wide range of issues in the implementation of the 2005 North-South peace deal. This is in helping the two partners to resolve the outstanding issues among which include the North-South border demarcation, process of conduct of referendum and post-referendum issues.
The meeting discussed the role Norway can play through a proposed forum involving the National Congress Party (NCP) and the Sudan People’s Liberation Movement (SPLM) in the coming period.
Machar, who is also the Deputy Chairperson of the SPLM and head of the party’s team charged with implementing the CPA, told the Norwegian Foreign Affairs minister about the contentious issues in the process of the North-South border demarcation. On post-referendum issues and particularly on oil, he said the oil in the South flows to the North through the more than 1,440 kilometers pipeline and the two parties will need to agree on a post-referendum mutual cooperation even if the South would vote for independence in seven months time.
He also expressed concern that the time for negotiations was running out due to the delay in formation of governments.
The meeting also discussed security concerns in Southern Sudan ahead of conduct of the referendum. The SPLM’s chief negotiator stressed that the government is faced with a number of insecurity issues, some of which included the post-elections violence as witnessed in Jonglei state and some other areas. He added that the government would also need support from Norway in the area of strengthening the police force to deal with such challenges.
The Vice President also pointed out that there is still weakness in the management of justice in Southern Sudan, which he added, has also contributed to the insecurity situation. He however said the government will devise a strategy to defuse the violence in the region.
The Norwegian minister of Foreign Affairs, who was also accompanied by the country’s Special Envoy to Sudan, Tom Vraalsen, expressed his government’s commitment to support the two parties to reach an agreement on the contentious issues.
Norway also played a great role before and during the CPA negotiations in Naivasha, Kenya.

We Sudanese need those who should assist us in the implementation of CPA.And Norway is always one of them. Thanks to Norwegian minister of Foreign Affairs, Jones Gahr. The Sudanese are now worried about the probability of the referendum which would be the final exercise for CPA. If the Norwayand the other international communities would monitored the process,then it would be the great achievement that we all will approciated during the referendum.
We South Sudanese like to see the border demarkation and the proper ways of conducting the consultation of the Blue Nile and Nuba mountain .These must be scrutinized at this time and be respected and agreed accordingly. The implementation of the peace in Sudan need proper care because the North are always deform. Thanks
