South Sudan to halt financial support students studying abroad

March 21, 2011 (KAMPALA) – The government of southern Sudan (GOSS) will reduce financial support to students studying in neighboring east African countries in order to inject more money to home based universities, an official told Sudan Tribune.

Lual Akol Nhial, GOSS Liaison Educational Attaché to Uganda, notes that continuing students will not be affected. “Those who are joining their academic studies from [the academic year] 2010 onward, should be joining our national universities in Southern Sudan,” said Akol.

“On those [students] who are within the support of the government… will be going [on with their studies] until they finished. The support will be put back to home universities,” he added.

Thousands of former student refugees from South Sudan are continuing their studies in East Africa despite return of peace six years ago. The Juba government decided to extend annual financial support to students in neighboring countries in 2006.

That money did not cover academic year tuition fees but was a significant assistance given high tuition fees charge for foreign students by Ugandan universities.

South Sudanese voted to succeed from the north in January referendum that resulted from the 2005 peace accord which ended two decades north-south civil war. Facing financial difficulties, most universities in South Sudan, including Juba University, have delayed 2011 academic programs till May.

Reducing financial support to students is aimed at paying much more attention to education universities in South Sudan.

    come back students to your universities in South Sudan instead of wasting a lot of money in Uganda but the same degree .

    I think there is a right of individual and citizens rights to choose any place in the world to study what they wanted therefore, the Idea of blocking fund to them or limiting fund from Southern Sudanese citizens who want to studies in Uganda, Kenya and others nations is a bad Idea. The univeristies within Southern Sudan are so lacking of materials, lacking of good teachers, and they are all none modern construction not to mention underdevelopment on doors and if anyone want to study in Uganda, Kenya why should those Students be subject for funding if we need to rebuilding Southern Sudan.? Building new nation need more Ideas and skillsful learning and there is no need for GOSS to limiting the needs of the people who want to tast their freedom they were been struggle and dies for.

    The money which GOSS will pay for students in those countries are small than what these Students will help for the nation. For example, the late Dr. John Garang de Mabior study his primary school in Tonj and went to Rumbek Secondary schol then, he moved to East Africa school and later he went to U.S. to finishing his PhD. Although he is not longer with us, he had contributed in the struggle 70 times more than those Southern Sudanese students who done their education at Khartoum universities and I don’t see any reason why the Financial minister should be objected to citizens who wanted a better education and better life for tomorrow. We need to thinks big in long term and short term as well.

    Young people in the world are very open up to see how their government is treating them and they want their government to do what they really wanted and I hope Southern Sudan officials are watching too closely what is going on in North Africa. This is about accountability for the government to support young people, because this is become most focusing in the world and should not be ignore the fact that, the nature of human beings are changing base on the new generations don’t like cheating in their future. Please may you advise the president of Southern Sudan not to limited the fund for the young people to studies in anywhere in the world and thank.

    The fund should be limited to graduate school only. Meaning, if any student who obtained their undergraduate degrees wants to study abroad, he/she must apply for graduate schools (indicating area of interest and type of graduate degrees, for example, masters, Phd, etc,) through GoSS ministry of Education first.

    And then the ministry would evaluate his/her application for approval to study abroad. I believe this way we can eliminate high cost associated with study abroad.

    Study abroad must be dedicated for Masters and Phds programs that are not available at homeland universities and colleges, or any higher vocational or technical field certificates that would ensure immediate employment upon graduation in the homeland. Thanks.

    dear readers,

    sincerely speaking, some time i wonder and fail to understand why you always mix contrary issues, if i may asked what mix tribalism with halting of financial support from GOSS? sometime ladies and gentlemen let’s be objective and focused on what can take us forward.

    concerning the halt of financial support to students, am personally of view that, those who never got the support be the one to get the support this time, surely Hon. Lual Akol it will seem as if the GOSS is discriminating the others students. forexample, for those of you who believed in tradition and culture, how can father or mother feed some of the children and leaving other starving with in the same family? it can’t happen, which the same apply here.

    my next last question would be what of those who have finished their courses before the support reach us yet their budget is inclusive of whatever the support come, are they going to receive or what are we going to do with their share in the support?

    People in GOSS does not know how to run the system for students to study abroad. Following Adisababa agreement, the high executive council talked to a number of countries such as Egypt, Yugoslavia, Soviet Union and many other to offer scholarship to its students.
    The government of those countries cover the tuition while the government of Southern Sudan provided the living allowance.
    But the case of this present GOSS, people go to these countries looking for admission and the government pays for everything, this is completely wrong.
    The funds spent on these students should be utilize to improve our universities and other post secondary institutions.

    Some of us who are studying in private schools here even do not benefit from the so called GOSS money.Some people have become rich in days or months from this money forgetting that some of us wasted most of our times in the bush to make this money available in their pockets now.

    Others spent most of their time in the refugee camps, getting better education and now wants to force us go and joint home based schools to be thought by those under paid teachers.

    Let me tell you Lual, some of us will complete our education with or without GOSS money, but remember time will come, the wind that started blowing in north will sweep all Africa.
