Darfur: Attack on and Killing of IDPs in Kalma IDP Camp

On 04 October 2006, in the early morning, armed militias allegedly the Janjaweed militias attacked Kalama IDP camp in South Darfur. During the attack 2 internally displaced persons (IDPs) were killed and one wounded. The injured man is currently receiving medical care at the IRC clinic in Kalama Camp

The details of the persons killed

1 . Mohamed Ahmed Ibrahim (M), 39 yrs, belong to the Fur tribe, lives in sector 4,

2. Alnour Arbab, (M) 30 yrs, Belong to the Fur tribe , lives in sector 4,

SOAT strongly condemns the continuing attacks and terrorisation of the already vulnerable IDP population in Darfur. SOAT stresses that the continuing attacks on the civilian population by government forces and armed militias committed with impunity is in clear violation of the DPA , the cease fire Agreements, UNSC resolutions, and international Conventions protecting non-combatants.

In light of the failure of the Sudan GNU and the AU troops to protect the civilian in the region, the gravity of the situation and the ongoing nature of attacks against civilians, SOAT calls on the AU Peace and Security Council to immediately reassess its role, the effectiveness of the AU mandate in Darfur until 31 December 2006 and to immediately transfer its operations in the region to the UN . SOAT calls on the UN to embark immediately on the appropriate measures for its immediate takeover of AU duties in the region. The people of Darfur cannot wait for three months whilst the international community place pressure on the warring factions to implement or join the peace deal reached in Abuja .

SOAT calls on the Government of Sudan to:

– Investigate the attacks on the Kalama IDP camp and on the above villages and to ensure that the perpetrators are brought before an impartial tribunal and guaranteed procedural rights at all times;
– Allow and ensure safe passage for aid organisations and humanitarian convoys to operate in Western Darfur
– Investigate the situation in Jebel Marra and immediately disperse the Janjaweed militias and all other militias that are operating the area;
– Ensure all injured persons have access to medical treatment
– Immediately take all steps required to prevent attacks, threats, intimidations and any other form of violence against the civilian population in Jebel Marra;
– End impunity for crimes committed by government forces and its proxy militias in Darfur;
– Ensure safe passage for aid organisations and humanitarian convoys to Western Darfur;
– Guarantee respect for human rights and fundamental freedoms throughout the country in accordance with national laws and international human rights standards
