US envoy accuses Sudan of slowing CPA implementation

July 24, 2007 (NEW YORK) — Andrew Natsios, the special envoy of U.S. President George W. Bush accused the Sudanese government of delaying the implementation of the Comprehensive Peace Agreement (CPA) that ended the 21-year North-South civil war.

The UN has reported last week that the Sudanese army has not redeployed troops from the oil rich Upper Nile state in accordance with the CPA.

The report drew an angry response from the Sudanese army who said that their peace partners, the SPLM have not withdrawn their troops per the CPA.

“They are not implementing the elections and the census provisions of that [CPA] which are critically important to have the elections that are required in 2009” the US envoy added.

Under the CPA the census was a prerequisite for nationwide elections planned for 2009 and an eventual referendum on self-determination in 2011.

However continuing logistical and political complications will most likely delay the completion of census preparations which were to be completed by November 14.

The US envoy also called on Khartoum to resolve the dispute over the contentious Abiye region and to finalize the demarcation of the North-South borders.

Natsios acknowledged that the Sudanese government has implemented important parts of the CPA such as disarming its militias in the South but indicated that more needs to be done.

“It is very important that the CPA be implemented as it was written” Natsios said.

The CPA, signed in 2005, granted southern Sudan six years of self-rule, after which it will vote in a referendum on whether to remain part of Sudan or secede.

The war in the south erupted in 1983, when the rebels rose up against Khartoum to end Arab and Muslim domination and marginalization of the black, animist and Christian south.

The war claimed at least 1.5 million lives and displaced more than four million people.

    I,the young born Sudanese living a broad,believing in what US envoy said of
    slowing of(C.P.A) implementation by the
    Government of Sudan.

    This is the reality.Sudan’s Government
    will not do enough to implement(C.P.A
    then,torn it a part as not in his interest to bring peace in Sudan while
    Islamisation is in process right now in
    Sudan as objective of this regims not to
    give any right to the Suotherners.It’s
    will not happen in Sudan under this president.

    If the all world don’t observed this
    well,It could be worst than the situation of Darfur and the last two decades civil war b/n South-North then,
    what will happen again.If civil war resumed b/n North-South.this is the right time to think positive in the future that,

    What If the Government of Sudan did not
    implement(C.P.A)?.What will happen?.

    What If at the end of intrim period,and
    2011 things did not workout well b/n North-South,What will happen?.then now no body is a ware what the Government of
    Sudan is doing.because he think he is smart to decieved the whole world of Darfur’s problem and (C.P.A)implementation b/n South-North including
    all disputes that could solve war in Sudan.

    This is what I believed in Sudan under this Government.Government of Sudan was
    willing to end civil With late,Dr.John Garang.because he could not defeat Dr.John nor him to be defeated By Dr.John and have seen his weaknesses so,
    He agreed with him.now,Dr.John Garang is
    not alive.that why this Government dn’t
    want to implement peace simple.no doubt.

    think about,If Dr.John Garang was still
    a live,we would have been talking a bout
    something else.not on how to implement(C.P.A) with the Government right now.because this Government believed this team, Southern Sudan lost very strong person.and now,he plan to score more goal for N.C.P under his Government.

    If you don’t believe me,you better ask somebody and call my word at the end of
    2011 or in the future a bout Sudan.
