SPLM withdraw from Sudan national unity government

October 11, 2007 (KHARTOUM) — In a serious setback to the Comprehensive Agreement (CPA) former southern rebels from the Sudan People’s Liberation Movement on Thursday suspended their participation in the national government because of Khartoum’s failure to implement a peace deal, a spokesman said Thursday.

“The SPLM has recalled all ministers and presidential advisers from the government of national unity,” Pagan Amum of the Sudan People’s Liberation Movement (SPLM) told a news conference.

“Presidential advisers, ministers and state ministers will
not report to work until these contentious issues are resolved,”
he added.

The SPLM issued a statement today calling on the international community to save the CPA from breaking down. The southern partner accused the NCP of failing to implement parts of the peace agreement.

The statement slammed the ruling National Congress Party (NCP) for what they called a “violation” of the constitutional rights of 1st Vice President Silva Kiir.

Kiir warned in recent weeks that there could be a return to war if the CPA was not implemented properly.

    This is the best decision ever made by the SPLM Leadership since Dr. John Garang died two years ago. I hope the leadership will continue holding their stand until the NCP comes to their knees. We should not be afraid of making drastic decision in implementing the CPA. More importantly pushing for democracy and co-existence.

    Finally we have a government. The people of South Sudan and all the Sudanese in all corners of the country have been waiting for the moment when the SPLM stands up and shouts enough! in the face of its senior partner in the GONU, the NCP. It seemed that the NCP had taken the weakness of our tested freedom fighters for granted. They erroneously mistook patience for cowardice; a behavior they continue to exhibit in dealing with all discontented Sudanese.

    Many might disagree with the SPLM’s brave decision fearing that it could take us to war; to those the spirits of our fallen heroes scream; the spirit of Dr.John screams: “brace yourselves for the final round of the greatest revolution the continent of Africa has ever witnessed.” To all the Sudanese people in general and South Sudanese in particular one pleads: If you did not join the armed struggle last time, for reasons of your own; it is time to pack-up and head to South Sudan. It will soon be time to count away men from boys; patriots from opportunist. Let the fear of death not keep you aback from doing the most noble act from which any true citizen all over the world would never default. It is time to carry arms. Leave your families (women would take care of them) in Australia, Canada, US, or Europe and head to the South when you hear the trumpet. Only then, for the last time, you have the chance to demonstrate patriotism and march proudly to Khartoum.

    One sincerely hopes that we do not reach that stage and the NCP takes their final chance to keep their grip on power. One, in addition, hopes that the SPLM would not get back to the GONU until the ABC and full withdrawal of the SAF troops from the Upper Nile materialized.

    Congretulations, it is the best decision to suspend our participation in the so called fake Government of National Unity, do not give them chance to drag us around

    I am extending my gratitude to our SPLM leaders more particularly to John Duku Head of SPLM mission in Kenya and Mr. Pagan Amum who have done good expressions and well articulated grounds for this decision on the media today

    More importantly, my appreciation to H.E Salva Kiir our President

    The declaring of Comrade Salva has been expected by the people of Southern Sudan. The notion of NCP saying the real guy behind and infront of the CPA was dead, is a very dangerous assumption. President Salva has been telling Khartoum to change their clandestine managerial but Omer el Beshir always turn his deaf hears on Comrade Kiir. Numerously, comrade Kiir have hinted to the international community that the NIF/NCP paradigm shift from addressing the CPA, could lead to tutbulent and disastrous war. This sentiment could be echoed by the recent visit by Bush leuternant Andrew Natsio which Khartoum rubished it through an SPLM designated foreign minister. Secondly, Khatroum behave like they were not in a coolation government. Diplomatically speaking, NIF/NCP foreign and strategic uniletaral decision making without consulting SPLMA has been a breach of CPA and we have since this several time. President Kiir and his party have recommended for some changes of their renaged and proxies ministers and ambassadors but Omer el Beshir rejected because he has managed to doctrinate and recruit them into NCP. Currently, the Sudan foreign policy dosn’t take into account SPLM strategic interests.

    However, time has come for the Southerners to unite and kick the ball hard into the net. No body neither I am happy for war to broke out but President Kiir as the highest ranking official of the people of Southern Sudan has to make a decision. A decision which is agreed by the people of Southern Sudan. I am very proud of Comrade Kiir and we have to stand neck-to-neck with his decision because it is a macro decision with big cake for the people of Southern Sudan.

    Therefore, in order for the war to be prevented, I am recommending that the signatories members to the CPA, should call an emeegency meeting and the USA, IGAD and UK should spearhead it. There are two key point that need to be address; (1) Immediate demarcation of 1/1/1956 North – South Border before the end of 2007 and 2) Immediate re-allignment of SAF and SPLA forces to their respective parameters before the end of 2007. Britain as the former colonial rulers of Sudan should spearhead the demarcation because Britain knows and has the original map of January 1st, 1956 which is very crucial to demarcation of Southern Sudan internal and extenal borders once for all since Kenya and Uganda are also encroaching into Southern Sudan land.

    If Khartoum has a strategic vision, they should accept the real north – south border otherwise, the future relation between north – south could not be seen.

    From my own reactions to decision by IPB which I believe majority of Sudan citizens will support it, I believe that this is the strong decision ever made by our leadership in IPB. Since peace agreement was signed in 2005, the NCP has been violated the CPA. This decision is welcomed by people of the Sudan . the declaration by SPLM Party is a wake-up alarm decision. God bless our leadership and God bless SPLA battalions.
    My thanks and appreciations go to our president , Salva Kiir , the president of Government of Southern Sudan and SPLM Party Chairman . Your H. E Salva Kiir , your people are standing with you in any decision you make with your government . Please go ahead and take your people to Promises Land because the only way to go this land is through the implementation of the CPA.The present CPA will not be a game play like agreement made in 1972. However , today is good time for NCP to learn that a deceived peace agreement of 1972 will never be same as current CPA .
    My message to NCP is that the SPLM Party is in every corner of the country’s house. Therefore, please never have a dream again that you will deceive the CPA like 1972 agreement. Never make a mistake that you will simply wipe off the SPLM Party. It is the most strongest party will never wipe off at your wish. I urge to NCP to beware that the current CPA was brought by Great leader , Dr. John Garang and even though he dies , his vision has never died.
    The SPLM Party is John Garang itself and therefore, H. E Salva Kiir is must remain as strong as John. The movement remains strong and can not be deceived. It will remain stand strong forever. The continental Africa and the whole world will stand and joint with SPLM Party to implement the CPA via condemnation of NCP misbehaving toward the CPA.
    To close my sincere message to H. E Salva Kiir Mayardit and the Government of Southern Sudan, from East to West, South to North, from all geographical directions to Central Sudan, we must stand together to send strong message to NCP for failing to implement all CPA assets, which may take the country into the war. I hope all Sudanese will work in peace to resolve the false plays by NCP. Thank you very much your H. E Salva Kiir, the president of GOSS, the chairman of the SPLM and Commander in chief of the SPLA. May Almighty God bless you on your work and your leadership for such sweet decision you have made to pressure the NCP.

    Sudan means Black and should be for Black by the Black, and if you are not Black, or you are ‘Black’ but having originated from either East or West of Port Sudan, or whichever the neighborhood around that area, then I am here sincerely but optimistically, telling you, it’s about time to pack and trace your ancestry, or else, you must stop stepping on our Black toes, for you have since searched our knees and we have been patient.

    To be brave is one thing, to be bold is quite another. That was a bold step ever taken, and that step should not be stepped back unless THEY compromise!!

    I am very proudly of our Government of Southern Sudan; the leadership has made a good decision by return all the SPLM/A Ministers back out from the National Unity Government! We have no “room” to discuss pointless of no solution and we have no room say we need help from North sector. So, what are we looking and we in South-Sudan that we have a wing to make another decision!

    So, we have no time to call for help from other side……”That is called well-done!”

    I believe that SPLM leadership is fullfiling its position as rulling national political party of the GoSS by acting quickly to make a right decesion in a right time. Because this is not a time for the Sudanese people or SPLM to ask the NCP to accept the full implementation of the CPA. It is a time for all Sudanese to look forward to the up coming elections and see who will run the country this time. In light of the fact, the NCP has missed its deadline to move Sudan Army forces from the South to the North as stipulated in the CPA as well as South and North demarcation of 1956, and sharing of the oil revenues. That was a serious violation to the peace and security in the entire country.
    Therefore; enough is enough because SPLM worked hard for more than two years to implement the CPA but NCP is ignoring it. The SPLM withrawal from the government of National Unity is much supported because the Sudanese people want to see if the NCP is willing to work with SPLM to implement this peace or not. The 2005, peace accord which ended the longest running civil war in Africa was not a blank check, it was a life and hope to all Sudanese citizens regardless of eveything.
    My message to people of the world is to observe the NCP reaction as someone lost partner and to see what would be the impact of SPLM withwawal? may that jeopardise the CPA or not? if so what would be the immidiate interception?

    SPLM withdraw from Sudan national unity government
    I think SPLM should not reverse their decision, instead they need to go only one step further and declear the statehood of South Sudan, otherwise re-joining NCP again will be a disaster not only for SPLM but for the whole South.

    On the other hand i expect and urge all the south sudan masses around the world to come out for demonstrations in support of the decision and calling for the independence of South Sudan.
