Sudan establishes Abyei interim administration
June 15, 2008 (KHARTOUM) — President Omer al-Bashir issued a republican decree on the establishment of an interim administration to Abyei area in accordance with a roadmap agreement related to the implementation of the Abyei protocol signed on June 8.
In order to end a three year deadlock over the implementation of Ayei Protocol, due to Khartoum rejection of a proposed definition of disputed area, the parties agreed to form an interim administration and to seek international arbitration.
The presidential decree states that the geographical border for the interim administration is defined by map that accompanies the presidential decree no 146 related to Abyei roadmap agreement without prejudice to the outcome of arbitration.
The decree stipulates that Abyei is a bridge between north and south connecting the peoples of Sudan and the citizens of both South Kordofan and Warrap states.
The decree pointed out that Abyei would be administered by a council which will be elected by the people of Abyei and until the council is elected the presidency would appoint the members of the first council.
The executive council is composed of a president, named by the SPLM and vice-president, proposed by the NCP and five heads of departments. All of them should be from the inhabitants of Abyei area.
The council takes its decision by consensus and has to work in a spirit of partnership and fellowship in order to uphold the Comprehensive Peace Agreement, said the decree..
The executive body has to “provide the necessary services including the resettlement of displaced persons and rehabilitation.” Further it should initiate national reconciliation and promoting stability and peaceful coexistence.”
The tasks of the council includes to oversee the security and stability in the area and to propose projects to raise the standard of living of the population of the Abyei area, including the urbanization and development.
It also charged with the establishment of Abyei Fund for resettlement, reconstruction and development to implement relief, resettlement, rehabilitation, and reconstruction programmes in the area.
According to the presidential decree the financial resources to Abyei consists of the following: Abyei’s share of the national proceeds under the wealth-sharing agreement; Proceeds realized in Abyei area of income tax and taxes and other fees; Abyei’s share of the fund of reconstruction and national development.
Abyei’s resources further encompass a share of the Fund of southern Sudan reconstruction and development and allocations from the national government to meet the costs of establishing the new administration.
Abyei also will receive 2% of the net proceeds of the oil extracted from the area under arbitration in accordance with the Abyei Protocol.
The members of this administration have to be appointed in the next days. Their first task is to manage the return of Abyei displaced population which should start by the end of June.

This is atleast a positive moved that will bring resolution to Abyei’s problem. The road map signed should go in accordence to the CPA and no amendments shall be done, just implementation.

It sounds done now that the president has issued a republican decree on the establishment of an interim administration to Abyei in accordance with roadmap agreement but I wish the decree should not be tampered with just like the CPA has always been dishonoured in parts.
Please, Mr. President; and FVP stick to and respect this decree in the interest of the people of Abyei for we all long to see justice done to them on time because justice delayed is justice denied!

What is the problem with reporting in Sudan?
The headline doesn’t correspond to the body. “Sudan establishes Abyei interim administration” I thought under that headline there was going to be the list of newly appointed Abyei executive council because already it has been established according to this reporter. It is generally a good news but still we are not being fed the details pertaining the article.

With the agreement over the establishment of joined administration as well as the implementation of the entire Abyei protocol, one would consider the political temperature as well as the military confrontation over Abyei and the other disputed areas to have subsided but the truth is the other side of the story.
NCP being the smartest partner to the SPLM is ever ready to enter into any sort of an agreement provided that its chances of survival are very minimal.
Countless agreements have been signed and continued to be signed yet none of them has ever yielded fruits to the expectations of the Southern Sudanese in particular and the marginalized Sudanese in general. Therefore, let us not be the victims of surprise if things turn the other way round. Southern Sudanese!! Be watchful and expect the unexpected drama to unfold as time goes.

Abyei issue can interupted the CPA if you did not take good step. Abyei issue has made CPA sick sine last year. now you get some drugs that will treat the sickness of Abyei.please bashir and Kir let these drugs work efffectively cure the Abyei sickness.

I don’t understand why many people use abusive language when other people post their opinions. This is not the way an educated person approaches the issues. We all need to learn how to convince ourselves. I hope if we keep doing this, it will seriously become a part of our behaviors. It is ridiculous, but we need to start develop a sense of responsibilities. Additionally, I advise those who become emotional when they infer articles other people write. This is not the right time to defend your tribe or party direct you should to learn how to defend them with belligerent tone. In some sense, we are one family although we do not speak the same language. Let us treat ourselves with a good care. Be careful gentlemen!
