Demobilization pledge of $30m to be paid by GONU, not S. Sudan

June 11, 2009 (KHARTOUM) – The United Nations corrected a statement yesterday touting the pledge of $30 million in funds for building homes for ex-combatants, saying that the funds will be provided by the Government of National Unity (GONU), not the Government of Southern Sudan (GOSS).

MCKULKA_UN_DDR_LAUNCH_JUBA06.jpgThough the pledge was announced in Juba by a GOSS official, Minister of Cabinet Affairs Luka Biong Monoja, he was actually speaking on behalf of the southern leader Salva Kiir Mayardit acting in his national capacity as First Vice President of the GONU, said the UN.

“The pledge came from the Government of National Unity,” the UN Mission in Sudan said in a statement of correction. “The funding will be specifically for the provision of good-quality, environmentally-sustainable and low-cost homes for ex-combatants.”

The GOSS Minister of Cabinet Affairs announced the funding in a presidential speech delivered on Wednesday at the launch of the Disarmament, Demobilisation and Reintegration (DDR) programme in the semi-autonomous region.

Around 35,000 combatants of the Sudan People’s Liberation Army (SPLA) will be demobilized in the first phase of the operation. South Sudan DDR is part of the national DDR programme launched last February. Some 4,500 combatants from the Sudan Armed Forces (SAF), Popular Defence Forces and SPLA are so far demobilized.

Mr. Logic, you got your points but you failure to state it clearly. there is nothing wrong with GOSS which you called GOSS of Dinka, I think Dinka would be proud if GOSS belong them. the got the title through the hard fought, when their brothers joined the enemy and fought alongside NIF. such as Equatoria defense force, SSIM and SSDF. if I could ask you, were you defensing Equatoria from who?, was SPLA your arab, or was arabs better than SPLA who fighting for the freedom and equality of every Sudanese. Please appointed your hands at the GOSS without associate it with community which produces diligent leaders and nationalists, who are committed to liberate you. Never in the history that South Sudan had government in which every regions had government, that is brought by the vision of the new Sudan you people had betrayed for long, started with Joseph Logu, down to many such as Riek Machar, and Lam Akol. Keep talking but that will never change the history, we will be still considering you as traitors and enemies of the South. By Ngwerajak

The truth of the matter is to make sure a successive disarmament is done in a good face.
But not who paid the money whether the GONU or GOSS has paid this amount of 30m dollars. we are tired of these illegal guns.

In fact it was not clear from the speech of vice president of government of national unity and president of government of southern Sudan that was read by minister of cabinet affair. Any way thank to UN although that is not the right institution to raise this issue or to correct the statement.

If this money shall be pay by government of national unity, therefore National DDR, Northern DDR and Southern DDR plus transitional areas shall be given as well. They question’s that, this amount enough fro building homes/houses to ex-combatant and the government of national unity will except to pay this amount?

With this amount DDR should build for ex-combatant, the freedom fighter that brought this government with their sweat and blood, let them stable for the stability of our nation, let them rest and feel that they achieve their goal. Other wise they shall continue with ambush and the insecurity may continue.
