Lakes state Legislative Assembly passes budget for 2011

By Manyang Mayom

March 31, 2011 (RUMBEK) – The Lakes state Legislative Assembly passed the state’s budget for the 2011 financial year budget totaling 151 million Sudanese pounds (SDG) on Thursday.

At the beginning of March, the State Minister of Finance, Trade and Industry Pur Chiagan Dakbai presented to the Lakes State parliamentarians a budget worth SGD 151,842,734 ($55,611,500).

Speaking to press after passing the budget in August House the chairman for the financial and public account committee Madhieu Makuac Adhil affirmed that the budget had been passed without condition during debate.

The budget included state income projecting collection of local revenue and financial support from the government of South Sudan and the Lakes State expenditure.

Other components of the budget were salaries, operation costs and capital expenditures incurred by the executive, legislative organs of the government and the eight counties of Lakes State.

In 2011, Lakes state will attempt to use its spending to meet the promises made by MP’s and the governor during in last year’s election campaign.

Makuac, said that government of Lakes state have prioritized security and development to be the most important areas for funding in 2011.

Lakes state minister of Finance, Trade and Industry Pur Chiagan Dakbai said that “the budget for security still remains the highest, followed by education which will have teachers’ salaries paid in full and 300 more teachers to be recruited in 2011 budget”.

Citizens told Sudan Tribune that they appreciated the Lakes state parliament for having passed the budget without any conditions placed upon the state government.

However, young people from Lakes state declined to comment on the budget. Some instead criticized the state government for having let down young men in the state. Rumbek’s High Court has been sentencing young men to 14 – 15 years imprisonment for impregnating girls under 17.

One young man Moses Maker said that the law was “controversial” and that “although the budget is passed it has nothing to serve us since our lawmakers themselves [are] throwing us away [into prison]”.

I hope the money is put to good use. Its a good amount of money if used for development purposes and does not end up in the pocket of the elites.

    Dear readers,
I missed one important part of this article. Manyang reported again youth in this process. There is no where in this world youth can be part of the process in passing the annual budget.

I am surprise again to see reporter Manyang so optismitics to squeeze in the youth to be part and partial of deliberating issues concerning the budget.

I do not understand how Manyang wanted passing of the budget to include a clause of the customary law and how the budget would defend youth who are supporting criminal behaviors or acts?

There is no budget line to cater for youth offences unless illiterate reporter wanted it to be.

I do believe that there is a budget for youth activites- activities that are of national benefits like sports and recreational activities- activities make youth to interact with other youth. These youth whom Manyang is interested to be part of their company are failing to educate themselves and hence they prefer being professors of pregnanting and distorting future education of girls.

Youth have failed totally to contribute to nation building both socially, physically and economically.

In security was supposed to be a priority of Lakes State youth and they are failing to bring peace and stability in the State and yet they are so concerned over the customary law that punish them.

I personnally will be part of the youth if they combat that communal fighting that had ruined the entire Lakes State.

They called themselves youth when they do not have freedom of movement across Lakes State. What kind of youth are they? Why do they like to spoil their sisters?

Manyang Mayom is primitive and fixed in memory. The enacting of the customary law is the most strange thing that has ever happened in his living world. He’ll go to the grave still reporting about the customary law in each and every lousy news article of his.

He is refusing to go back to school, which is responsible for his folly. The Sudan Tribune management is being conned with their cash by this fellow.

Dear stakeholders, is it logic for us to recruit more teachers when salaries of the few teachers which are there not improved? Let us be specific what is given to the current techers as an increment. Otherwise we will recruit more as many leave teaching profession. Security of Lakes will never be solve with huge expenditure unless the State Gov’t first work on the pple’s mindset for it to achieve state stability.

Thank you for your comments guys, esp. Cibaipiath Junup Sudan.

Cibaipiath! your comments always suit my interest. This budget (151 million)SDG is going to end up in some people’s pockets, after all, illiterate people say “For God and thier stomaches”.

Those of you who talked about LSLA, that is an Assembly like, why? it because that Assembly is congested with Women who do not know ABCD. They were brought there by H.E Chol Tong on Humanitarian ground, that their husbands have died either during the war or when they were honorables in LSLA.

Can such women who are illiterate contribute any thing during the debate of any kind.

So, let us forget about that Assembly of Lakes State and hope for the future.

Lakes State is always a victim of even simple things like journalism. Where did Manyang Mayom get the journalism skills.

Mr. Manyang! One day when your editors will tell you that they are tired of editing your reports which are always messed up, that is when you will say bye-bye to the money of Sudan Tribune and the BBC that you are now eating for your fake articles and reports.

Otherwise, you are paid for the job you are not specialised in it, and I am predicting that your end is near. When the gaint journalists of that state come after July from the Diaspora, you will have no room for sure. Start thing now Manyang.

when we talk about Lakes state current goverment, we are really surprised and shocked by their ironical behaviours,
look at what had happened before when this finance minister took over, he recruited 24 new realitives and other inner circle staffs and employed all of them in directorate of taxation with out interview or traing (induction program. and i think this budget is passed for them.
